Consultant – sub regional project for the provision of comprehensive HIV prevention and care services to Afghan refugee drug users in Iran and Pakistan and returnees in Afghanistan.
1. Background of the assignment:
The United Nations Office on Drugs and Crime (UNODC), a cosponsor of the Joint United Nations Programme on HIV/AIDS (UNAIDS) mainstreams HIV/AIDS prevention and care into its activities globally and at regional and country levels. UNODC is the lead agency in the UNAIDS family for HIV/AIDS prevention and care among injecting drug users and in prison settings. UNODC is also responsible for facilitating the development of a UN response to HIV and AIDS associated with human trafficking.
UNODC COPAK is implementing a sub-regional project TD/PAK/K05 for the provision of comprehensive HIV prevention and care services to Afghan refugee drug users in Iran and Pakistan and returnees in Afghanistan.
2. Purpose of the assignment:
Under the supervision and technical guidance of the UNODC, COPAK HIV Adviser, the Consultant will undertake the need assessment of drug-related comprehensive HIV prevention services in the selected refugee’s camps in Khyber Pukhtoon Khwa (KPK), Baluchistan and Mianwali.
3. Specific tasks to be performed by the consultant:
The consultant will assist UNODC by carrying out the following tasks:
- Conduct a desk review of available information on current policy, strategy, programmes and practices on drug-related HIV/AIDS prevention in Afghan Refugees camps, particularly injecting drug users;
- Complete field missions to each of the selected Afghan Refugees camps (02 days per camp) and conduct meetings with the Commissioner Afghan Refugees or his representatives, relevant provincial HIV/AIDS Control programme officials and other key informants, including non-governmental organizations, which provide HIV/AIDS prevention and care services and conducting focus-group discussions with the target groups.
- Map current drug-related HIV prevention activities in Afghan refugees camps and identify gaps and immediate services needs of Afghan Refugees injecting and non-injecting drug users in the camps;
- Complete a report that outlines the existing HIV/AIDS policy, strategy, programmes and practices that address Afghan refugees injecting and non-injecting drug users, assessment and needs analysis of Afghan refugees injecting and non-injecting drug users in camps and provide technical recommendations on interventions that could be implemented and advise on strategic directions in terms of the policy and legal environment, advocacy needs etc, within the scope of the project.

5. Dates and details as to how the work must be delivered:
The duration of the consultancy is 22 working days, as per Item 4 Timeline and outputs.
For the period of the consultancy, the consultant will be provided air Fare, road fare and DSA.
6. Indicators to evaluate the consultant’s performance:
The Consultant will liaise with the UNODC, COPAK HIV Adviser, according to needs as they arise, and will provide short progress reports not less than weekly.
The Consultant will provide outputs which meet the satisfaction of the HIV Adviser on the due dates and as provided for in these Terms of Reference.
Payment Schedule
The consultant will be issued a Short Service Agreement (SSA) and paid in accordance with United Nations rules and procedures.
A lump sum payment will be made in two installments:
· First payment ( 50percent) will be made upon receipt of the draft report;
· The second/ final payment (50 per cent, i.e. remaining fee) will be made only following completion of the respective tasks and receipt of the final report and its clearance by HIV Adviser.
