Background:

The One UN Joint Programme on Environment is part of the five core programmes of United Nations reform process in which the UN intends to “Deliver As One”. In Asia, Pakistan and Vietnam are the pilot countries for this reform process. In this regard, the Joint Programme for Environment has been approved by GOP and UN and is currently under implementation. The Ministry of Environment is the focal institution at the federal level with Provincial Planning and Development departments as the provincial hub for coordinating this joint Programme. The programme activities are spread over four years (2009 to 2012) with the following five themes:
 
1. Institutional Strengthening for Integrated Environmental management
2. Access to Safe Water and Improved Sanitation
3. Integrated Natural Resources Management
4. Sustainable Urbanization
5. Green Industries, Waste Management, Green Energy and Green Jobs

To assist in the detailing out the provincial priorities that can qualify for assistance under the One UN Joint Programme on Environment, services of a national expert is required for a period of 30 calendar days.  The expert will cover the following tasks to come up with a provincial document highlighting priority projects or programmes to be implemented at the provincial level covering the thematic outputs of five joint programme components as stated above.

Tasks to be performed:

1. Study the Logical Framework and Results Framework of One UN Joint Programme on Environment to comprehend the proposed outputs under each joint Programme Component (JPC).
2. Review Annual Work Plans of five JPCs together with regular work plans of UN agencies having provincial field offices for consistency and to avoid overlapping.
3. Develop a questionnaire for UN Participating Agencies (UNPAs) and relevant Provincial Departments that will help in the process of preparing detailed results based comprehensive document relevant to the provincial needs and priorities.
4. Consult with UN PAs to assess their ongoing and new interventions in the province.
5. Prepare screening criteria in consultation with UN PAs that will help in analyzing the provincial development plans and identify initiatives that can be prioritized under the One UN Joint Programme Environment.
6. Analyze the provincial plans to identify initiatives that are relevant to the outputs of the Joint Programme Components in Environment, collect details of these initiatives, identify gaps and assign priority in consultation with the Provincial Government’s Focal Point and relevant line departments.
7. Consolidate the information collected under task 5 in the form of detailed results framework for each of the proposed initiative and fill in the narrative sections of the attached format.
8. Present the draft provincial document with clearly identified outputs, activities, budgetary framework, timeframe to the provincial government focal point, Ministry of Environment and UN.

Output:

Draft Provincial Document with details of prioritized activities in Environment sector for the province.

Assignment Timeframe and Reporting to:

- Initial consultation with UN and MoE - 3 days
- Planning documents and consultations with focal persons - 3 days
- Matching/identification of priority areas and cross referencing with one UN JP Outputs - 7 days
- Consultations with provincial departments to validate the emerging priority areas that can be considered under UN Joint Programme - 7 days
- Drafting provincial programme document and validation from relevant provincial departments & UN - 5 days

Total number of days = 30

The expert will report to Joint Programme National Programme Coordinator in Ministry of Environment and focal person in provincial government (Secretary Environment or DG Environment)
