 About AAWAZ II

The AAWAZ II programme will work with government and local communities to promote the rights of children, women, youth,  religious minorities and excluded groups to strengthen their control over their own development. The programme has a particular focus on the issues of modern slavery, to which marginalised groups are extremely vulnerable. The programme aims to reach 7 million beneficiaries across the provinces of Khyber Pakhtunkhwa and Punjab.

 Key Programme Activities

Pillar 1: Providing technical assistance to target government institutions to improve legislation, systems, policies and data on vulnerable or excluded groups.

Pillar 2: Community empowerment by using 450 AAWAZ Aagahi Centres (AACs) established under AAWAZ I to provide a safe space for marginalised members of the community to access state services and to provide information on rights, including on issues such as bonded labour and forced marriage.

Pillar 3: Conflict pre-emption by utilising the network of AACs in facilitating sessions/events for communities to come together to identify and address potential triggers of conflict and promote tolerance, particularly towards religious minorities.

Pillar 4: Growing the evidence base for action through evaluation of programme outcomes and evidence generation/dissemination in the areas of gender, youth, religious minorities, disabilities and modern slavery.

Alignment, monitoring and Results Unit

Three UN agencies including UNICEF, UN-Women and UNFPA are responsible for delivery under pillar 1 and pillar 4, whereas A contracted supplier will deliver pillar 2 (community empowerment) and pillar 3 (conflict prevention). UNICEF, as the Administrative Agent and Convening Agent for the UN Joint Programme, has engaged DAI-Pakistan to set up an Alignment, Monitoring and Results (AMAR) Unit in November 2018.

AMAR is primarily responsible to support the achievement of the Joint programme and support, coordination and alignment across the joint programme and between the partners and management organisation for pillars 2 and 3 under AAWAZ II. The AMAR unit is responsible for aligning and consolidating the theory of change, work plans, log frames, results frameworks and value for money (VfM) frameworks for both the UN Joint Programme and the implementing partners of Pillars 2 and 3 of the AAWAZ II programme.  The AMAR unit is also responsible for alignment of activities, monitoring, quality assurance of results, evaluation and evidence generation across UN Joint Programme and the CSOs.

Under AAWAZ II, a lot of data will be generated. To make sense of these datasets requires the right technical assistance and tools and a keen sense of what to measure and how to measure it. AAWAZ II will require the applications that can quickly visualise data to find outliers, trends or patterns to help AMAR to identify the problems or opportunities and make decisions.
