Chief of Party – Communications and Outreach Mechanism

XLA is seeking a Chief of Party to oversee the anticipated U.S. Agency for International Development (USAID) Pakistan ‘Communications and Outreach Mechanism’ project. This would be a 5-year project based in Islamabad, Pakistan with the overarching goal of increasing Pakistanis’ awareness, perception, and understanding of the United States, its civilian assistance programs, and the benefits of these programs to communities and individuals across Pakistan.  The Chief of party would be based in Islamabad and would provide overall creative direction, strategy and leadership and must possess strong management skills necessary to develop, articulate, and implement the vision for this project.

Qualifications:

• Bachelor’s degree in journalism, mass communication, marketing, public relations, advertising, or a related field; Master’s degree preferred;
• 10 or more years of experience managing similar programs in a developing country context, eight years of which must be in a leadership or managerial role in an advertising media communications firm;
• Experience must include designing and implementing development communication strategies and experience leading the development and production of culturally and politically sensitive mass media campaigns;
• Full professional fluency in English required; fluency in Udru and/or Punjabi would be a plus.
