About BRSP

Balochistan Rural Support Programme (BRSP) is an autonomous non-for-profit organization working in the rural areas of Balochistan. BRSP's history goes back to the project "Pak-German self-help initiative" that was initiated in 1983 in collaboration with Government of Germany and Pakistan. In 1991 BRSP was registered under the Companies Ordinance as a non-profit organization dedicated to rural development in the province. The overall mission of BRSP is to "To harness potential of the rural poor to help themselves, assume control of local development and improve their standard of living".

Project Background

This project is designed to contribute to Polio Eradication through Water and Sanitation Programme interventions in District Quetta, Balochistan. Union Council, ward 53 Kharoot Abad and Ward 58, District Quetta to reach 203,824 out in 40 urban/rural settlements. The project will ensure the geographical convergence where UNICEF Polio Programme is going on to achieve the better results as access to WASH facilities in communities and in schools remains a major concern in District Quetta due to the poverty and other key factors like lowest socio-economic conditions, shortage of water, severe gender equalities and lack of adequate sanitation facilities, factors contributing to WASH related diseases including polio.

The Position and Significance:

The position is based and will be working in the field at Quetta and Naseerabad. The consultant will mainly be responsible for conducting key trainings or capacity building sessions on WASH interventions. Furthermore, in alignment of stakeholders, planning and technical back stopping to the implementation teams at district offices through continuous communication and frequent visits. The overall duration of the position of Master Trainer will include 3 months. Due to sensitive nature of WASH activities, this role of Master Trainer is significant and critical in terms of providing quality trainings and capacity building sessions to the communities and project staff at field level. It is also important as he will be developing key trainings material and assignments so that project staff are involved in practical learning processes.

The consultancy detail is as under;

Consultancy Objective:

To prepare training module, handouts and train project staff, line departments, communities, LHWs and members that contain male and female on WASH related activities in the project.

Terms and Condition:

  • Consultants carry out a comprehensive training plan;
  • Consultancy duration will be for 3 months;
  • The candidate will submit his profile or CV to BRSP within a week;
  • The candidate will present his training charges including all taxes;
  • All CVs will be analyzed by BRSP Admin/HR.

Concept Note

Consultancy for Master Trainer (3 months):

The project will ensure the geographical convergence where UNICEF Polio Programme is going on to achieve the better results as access to WASH facilities in communities and in schools remains a major concern in District Quetta due to the poverty and other key factors like lowest socio-economic conditions, shortage of water, severe gender equalities and lack of adequate sanitation facilities, factors contributing to WASH related diseases including polio.

As per Multiple Indicator Cluster Survey (MICS) 2010, 83% population of the district have access to improved water sources, only 82% population have access to household toilets, which means that 18% population defecates in open places, a significant health hazard for the people of district Quetta. The Programme will be implemented by combining hardware and software components that are necessary to create a healthy environment and to develop or support safe hygiene practices. It focuses on creating a healthy and safe living environment for the target population by empowering communities to adapt positive WASH behaviors especially at the household level.

The implementation strategy will be focused on “Pakistan Approach to Total Sanitation” to up-scale rural sanitation through strong social mobilization by social organizers and Community Resource Persons (CRP). In addition, WASH facilities will be provided at community, school level and health facilities as part of incentives to trigger School Led Total Sanitation (SLTS) using the Three Star Approach. Under this program Nasirabad district is also targeted.

As per Multiple Indicator Cluster Survey (MICS) 2011, 16% population of the district have access to improved water sources, only 58% population have access to household toilets, which means that 42% population defecates in open places, a significant health hazard for the people of district Nasirabad.

Sustainability:

Enhancing behaviors of communities towards best WASH practices with sustainable approach by involving local communities including women, children and disable as most vulnerable portion.

The biggest challenge of scaling up of rural sanitation initiative is also to secure high level policy acceptance of the approach by the district govt to focus on sanitation primarily a public good issues with end of and sustaining the open defecation free environment being the first most tangible symbol for safe and total sanitation. The issue is safe sanitation not mere end of open defecation. The WASH committee will actively participate in WASH-related processes, including programme design and delivery, and have access to information, knowledge and tools – including monitoring – to hold service providers and local authorities accountable, obtain the necessary support and resources to have access to reliable services and increased resilience, establish and sustain healthy WASH practices by creating, changing or reinforcing social norms. Means that in of open defecation has to be understood as safe conferment of human excreta through end of the pipe solutions resulting in a pathogen free environment for all sanitation, because of its known linkages to dignity, health productivity, poverty reduction and empowerment, is one of the major development goals, duly embodied in sustainable development goals for water and sanitation. 

The experience obtained so far suggests that in order to scale up the approach effectively in project implementation, the following factors are of critical importance;

Responsibilities of Master Trainer:

The Master Trainer will perform following tasks/activities in project areas;

  • Arrange and lead trainings and capacity building sessions for social and technical team on in the project on WASH; 
  • Plan and impart quality trainings to CRPs related to WASH that will include practical demonstrations;
  • Prepare, draft and finalize trainings reports;
  • Assist implementation teams in drafting activities reports and its submission;
  • Training local leader and activities on the basic of organizing communities and introducing a Programme of savings capital formation and skill development;
  • Organize and training concerned communities in maintaining records and developing plan for the utilization of skill;
  • Quality assurance in social mobilization, WASH related activities and facilitate all types of training activities at district, ensures process based social mobilization at filed level;
  • Facilitate the SOs and implementation teams for better implementation of project interventions;
  • Train school teachers, capacity building development strategies for parent teacher schools management committees;
  • Support implementation teams in record updation and maintenance both in soft and hard form;
  • Close coordination with relevant implementation teams for effective social mobilization and other WASH activities;
  • Train, capacitate and develop Programme teams based in HO as well as district offices;
  • Support teams in coordination with relevant departments.

 

Methodology:

The Master Trainer will plan and organize quality capacity building trainings in the targeted areas. He will ensure that trainings should be designed for school teachers, CRPs, shopkeepers, school students and project staff, that will include practical demonstrations related to WASH extension sciences and methodologies. The training shall use participatory and learning training approach to ensure active participation of all trainees in focused areas. Variety of interactive training methods shall be used including brainstorming, group exercise, role playing, case study, etc. Before and after conduction of the trainings, Trainer should ensure pre and post evaluation of the participants to obtain critical analysis on basis of the trainings provided to the communities, line departments or staff members.

 

Aims

The main purpose of hiring the Master Trainer is to capacitate targeted audience on various nature of trainings that will ultimately help the beneficiaries to replicate the learnings at their respective constituencies. Similarly, he will provide facilitation to project implementation teams on record updation and maintenance at office level both in soft and hard form. The professional Master Trainer will ensure and produce quality reports on the thematic trainings planned in the project. 

Target Group:

Master Trainer will focus to engage school children, parents, community members, teachers, representatives of line departments, CRPs, staff of health department entrepreneur and project staff of the targeted area.

Expected no. of Participants:

Various capacity building sessions will be organized at school, community and office level to engage different number of individuals/participants.

Conduction of the Events:

The capacity building activities will take place from January – March, 2019 in District Quetta and Naseerabad. The events could be visited by the management, project staff, M&E Focal Persons and representatives of relevant government departments.

Arrangement:

BRSP administration section will be responsible to ensure availability of refreshment, meals and other necessary and required arrangements for the training’s participants.
