Background: Outdated and ineffective agricultural technologies are among the leading causes for Pakistan’s agricultural productivity falling short of its potential. Scaling up the production, distribution, and adoption of agricultural technologies in Pakistan is made challenging by lack of information, difficulty in accessing credit, as well as a wide dispersion of small holders, and the diversity of challenges facing different subsets of small holder farmers, including women and other jargonized groups. 

Project Description: PATTA will bring to scale private sector solutions to improve agricultural productivity in Pakistan, through a four-year activity. PATTA will partner with agricultural technologies companies to commercialize product and services that can increase the productivity and competitiveness of small holder farmers and mobilize private sector investment in agricultural technology. PATTA’s partnership will give small holder farmers boarder access to affordable technologies to increase productivity, build resilience to climate change and reduce postharvest losses.

 Expected Results of PATTA:

  • Increase smallholder farmers’ access to affordable appropriate and effective agricultural technologies;
  • Enable agricultural technology related businesses to expand and adapt their products and services to meet small holders’ needs; and
  • Scale up the adoption and use of agricultural technologies.

Assignment:   This short term STTA position will be based in Islamabad (with potential travel to selected provinces of Punjab, Sindh). STTA will assist MEL Unit with data management, tracking project reports, recording and progress reporting against indicator.

Assignment Objectives:

The PATTA Project seeks the services of a qualified short-term technical consultant (STTA) for a period of xx days to assist the project to undertake the following tasks;

A: To assist the project Monitoring, Evaluation and Learning (MEL) Unit in data recording against performance indicators, tracking reports and management of overall project beneficiary data.

B: During the course of this assignment, the STTA will assist in data collection from field when and where required, keep close coordination with program team, stakeholders (DSPs and SSPs) for acquiring required information regarding project indicators. Further, assist MEL specialist in developing reporting templates and preparing monthly, quarterly and annual progress reports.

 1.        Methodology

The consultant, within the framework of PATTA will work in close collaboration of MEL and the PATTA program team in order to accomplish the above objectives.

The Consultant will provide PATTA technical team backstopping for the above tasks.

2.         Specific Tasks

The Consultant will;

  • Assist the MEL Unit regarding indicator performance tracking,
  • Assist the team in data collection from field, data management and reporting
  • Maintain records of all activity reports, data and other activity related documents
  • Assist MEL Unit in designing MEL tools and reporting templates
  • Produce a compiled/consolidated data analysis regarding PATTA performance.
  • Any other task assigned by MEL Director and MEL Specialist.

3.         Deliverables

  • Complete reports, data and templates against activities and output indicators.
  • Updated performance indicator tracking sheet
  • Analysis of all the data collected from field.

Desired qualifications:

  • Degree in the field of Information Technology, Economics, Finance or related field with more than 5 years of professional experience in conducting value chain and baseline studies, data collection and management with USAID funded projects with a focus on Agribusiness & agriculture sector;
  • Experience of working in MEL Unit of USAID funded project.
  • Considerable experience in directly collecting data, undertake research study, analyze data and progress reporting against project performance.
  • In-depth knowledge and hands-on experience in quantitative and qualitative data collection and analysis tools and methods.
  • Excellent computer skills (Word Processing, excel spreadsheet and power point);
  • Strong interpersonal, verbal and written English communication skills.
