Introduction

HelpAge international is a UK based international organization, committed to help older people to claim their rights, challenge discrimination and overcome poverty so they can lead to dignified, active, healthy and secure lives.

We work with our partners to ensure that people and stakeholders in Pakistan including the government, INGOs, UN, NGOs, media, and academia understand how much older men and women contribute to society, and that they must enjoy their right to healthcare, social services and economic and physical security. HelpAge is actively engaged and contributing in Humanitarian and development sectors since 2005. (www.helpage.org )

HelpAge International in Pakistan works closely with federal and provincial governments  

to ensure the needs of older people are addressed through policy and legislation.

 Background

 Khyber Pakhtunkhwa is the first province in Pakistan to have enacted a law “Khyber Pakhtunkhwa Senior Citizens’ Act 2014) for the wellbeing of the senior citizens in the province.  Department of Social Welfare, KP is leading on the implementation of the Act.

HelpAge International in collaboration with Department of Social welfare, KP seeks to develop a web-based Management Information System (MIS) to monitor the implementation of the act and analyse the service delivery to older people of the province. With reference to this we are seeking proposal from competent individual/organizations for the development of this MIS.

OBJECTIVE

MIS System will be a web-based platform with latest technologies. The objective of the MIS is to see which services and privileges, older people are availing. In the first phase two district (Peshawar & Nowshera) will be selected, data (a detailed form) of older men and women of selected union councils will be entered into the system. Then data of beneficiaries of different services (health, Bait Ul Maal, Zakat, social welfare etc) will be entered or linked, and then dynamic reports will be generated to see how older people are getting different services.

In this regard the selected consultant will also coordinate with different service providers to understand their data recording and how to link that data with the newly developed MIS.

After the development of the MIS the consultant will also conduct at least 5 trainings for different stakeholders (District Peshawar & Nowshera) to use the system. 

Deliverables – Expectation from the consultants:

 

  • A web-based MIS, with dynamic dashboard and reports.
  • System must have the ability to interact/linked with the databases of other stakeholders/service providers. (For this consultant have to meet the service providers to understand their systems)
  • Use of latest IT Technologies, and system must have the expansion ability.
  • Development of user manual.
  • Train key staff members of different government departments and HelpAge on the developed MIS.
  • Develop and design databases along with tools and registration forms. Trial run the tools and developed database to ensure proper demonstration.
  • Maintenance and technical support will be provided by the consultant for the period of 6 months after the end date of the consultancy services (cost must be included in the financial proposal).
  • Consultants should be highly accommodating to accept proposed changes even after the consultancy services during the period of maintenance and technical support to the organization. 

Expectation from HelpAge International

  • Overall organisation, direction and supervision of the project.

Duration and timeline

It is expected to receive the final product after 3 months of signing the contract.
