Objective and rationale

In order to support the Election Commission of Pakistan (ECP) in its efforts to reduce the gender gap in the electoral rolls prior to the 2018 general elections, Tabeer-Consolidating Democracy in Pakistan ran a campaign in 450 union councils of 45 districts in Punjab and Khyber Pakhtunkhwa to register women voters. The campaign was highly effective in terms of cost and efficiency due to the use of Aawaz Aagahi Centers (AACs) established by DAI’s AAWAZ programme which tapped into grassroots level Aagahi center resource persons and offices to run the campaign. Through this partnership Tabeer mobilized and assisted women in getting Computerised National Identity Cards (CNIC) necessary for inclusion on the electoral rolls, and conducted complementary voter education activities for campaign beneficiaries to encourage turnout for the general elections. The campaign resulted in more than 180,000 women in getting CNIC for the first time, exceeding initial targets by a large margin.

Tabeer proposes to make a short video documentary on the campaign to showcase its efforts and achievements, highlighting beneficiary testimonials, best practices and lessons learned.

To make the documentary video, Tabeer plans to hire the services of a firm. The firm will travel to two selected cities with the programme team to record testimonials of the beneficiary women. The firm will also shoot testimonials of the Tabeer and AAWAZ staff who ran the campaign. Testimony from the ECP may also be included. The firm will be responsible for script writing, logistics, conducting interviews and editing of footage to produce a short documentary in Urdu with English subtitles
