Project Description:
Deloitte Yousuf Adil, Chartered Accountants (Deloitte Pakistan) is contractor for USAID on Sindh Capacity Development Project (SCDP), a USAID four-year project that will support the sustainability of the Sindh Basic Education Program (SBEP). This will be done by ensuring stronger governance and improved public accountability in the education sector through systems building and institutional strengthening of Program Management and Implementation Unit (PMIU) and Education and Literacy Department (E&LD) of the Government of Sindh.
SCDP aims to:
- Improve efficiency and effectiveness of the Program Management and Implementation Unit (PMIU) to manage and implement SBEP in an effective and transparent manner;
- Strengthen the effectiveness and impact of SBEP through the implementation of the monitoring and evaluation (M&E) plan and further disseminate knowledge to guide the education sector’s M&E programs and practices in Sindh;
- Facilitate the systematic generation of knowledge on education challenges and innovative interventions and strategies to inform decision-makers for the improvement of education policies and programs in general and SBEP in particular;
- Strengthen capacities, systems and policies of the Education and Literacy Department (E&LD) to improve the education services in conjunction with the education reforms in Sindh

Position Objective:
ALP Specialist is a short-term position to cost the prioritized actions of the NFE Policy. The specialist will have the following terms of reference:
Duties and Responsibilities:
- Finalize the Implementation Matrix and Result matrix in consultation with key stakeholders
- Document feedback from stakeholder consultations
- Develop a prioritization criteria in consultation with the Directorate of Literacy and NFE and relevant development partners
- Conduct stakeholder meetings on prioritization
- Prioritize the key activities for next five to 10 years subject to agreement of the Directorate of Literacy and NFE
- Prepare the Costing of prioritized activities
- Present the costing to relevant forums for approval.
The PPP Context
The ALP specialist will also support to establish and strengthen PPP Unit at ELD by providing technical expertise and managing relationships with ELD, Finance and P&D Department, GoS and private sector partners. This individual will provide technical expertise on structuring public-private partnerships within the context of education projects. The ALP Specialist should be familiar with the PPP issues in Pakistan.
Qualifications and Experience:
- Minimum 10 years of proven experience in education sector with background in education planning, costing & public policy.
- Minimum 3 years of experience of working for public private partnership in Pakistan.
- Sound Knowledge of PPP and public policies in Pakistan preferably Sindh.
- Minimum Master’s Degree.
- Excellent computer skills in MS Office and ability to learn and master a variety of internal custom business applications.
- Strong communication skills, both interpersonal and written.
- Strong English writing and speaking skills. Professional level Urdu preferred.
