Reporting Line:            Project Coordinator

Job Status:                   Contractual

Summary of role:

The post holder will assist in design, implementation and monitoring of the Livelihoods resilience component of Organization’s programmes in Sindh, Organization. S/he will be responsible to support local NGO partner/s in the implementation of food security and livelihoods interventions in the Building Disaster Resilience in Organization (BDRP). S/he will support in developing guidelines for food security and livelihoods with the support of Livelihoods and Food Security Specialist and will ensure that all activities are planned and implemented in accordance with relevant national and international sectoral standards. S/he will also provide capacity building support to Organization/local NGO partners staff in the livelihoods programming.

Specific responsibilities:

1.  Programme Implementation and Technical Support

a) Coordinate and supervise livelihoods activities. This includes providing technical guidance, developing work plans, monitoring implementation and impact, ensuring that project deliverables are timely completed

b) Assist in developing guidelines/SoPs for on-farm and off-farm livelihoods activities and ensure the enforcement the implementation process as described by Organization PIU for increased programme quality

c) Assist Project Coordinator, other project staff and partners to

  • Break-down, quarterly  and elaborate the project strategies for agriculture-covering crop production, soil management, livestock management, farmer field school (FFS) curriculum and implementation of FFS, identification of market trades and vocational skills training plans
  • Make quarterly targets of activities from the agreed work plan and ensure its compliance
  • Include technical specifications for the market surveys, training of beneficiaries on various skills
  • Building capacities of partners on integration of disaster risk reduction in activities to increase the resilience of the communities

d)   To provide technical support to partners in ensuring that all agricultural and livestock activities are according to seasonal cropping calendar and agro-climatic zones of specific locations

e)    Identify, prioritize and support communities to implement potential livelihoods strategies that are less sensitive to existing and potential hazards and resilient to disasters

f)     Documenting in the timely manner, all progress challenges, and learning for future implementation of similar projects and accountability

g)    Support the partners in development of Information, Education & Communication (IEC) material related to resilience livelihoods

h)    Ensure inclusion of gender age and disability, DRR, protection, environment, HIV & AIDS in the overall planning, implementation and management of the livelihoods programme

2.         Staff and Partners Capacity Building:

a)         Develop technical training modules for staff capacity building to support the livelihoods activities

b)         Provide necessary training for project staff to develop skills and capacities for disaster resilient livelihoods strategies on enterprise development, agricultural and livestock support

c)         Conducting regular field visits to verify quality/ progress of livelihoods interventions

 3.         Programme Reporting and Monitoring

a)         Support the programme manager, M & E team and project coordinator in compiling reports with different frequency (monthly, quarterly and annually) on livelihoods intervention meeting donors and Organization requirements

b)         To work to with M & E team and external consultant(s) to support and liaise for different research studies (assessments, sector specific research, baseline and end line studies)

 4.         Support in Procurement:

To represent Organization in partners procurement related responsibilities for livelihoods interventions by

  • Participating in the RFQ/ Tenders for crop seeds, fertilizers, tools, selection of training service providers etc.
  • Ensuring technical compliance with developed strategies and
  • increasing accountability to Organization’s code of conduct

 5.         Representation/ Coordination:

a)   Assist Project Coordinator and project partners to establish close coordination and cooperation with district line agencies and authorities, between local project partners, communities, project beneficiaries and other stakeholders at project level for effective delivery of project activities

b)    Proactive engagement with training services providers, clusters, and forums to present Organization programmes

6.         Emergency Response:

The livelihoods officer may be called upon as part of his/ her roles and responsibilities to participate in and/ or provide support to emergency response situations when and where required in consultation with his/her line manager.

Relationship

Internal: Project Coordinator, Programme Manager, Food Security and Livelihoods specialists, MER Unit, finance and admin staff in Hyderabad office.

External: Organization Local NGO Partners’ staff, line departments including agriculture and livestock, UN Clusters, I/NGOs and Research academia.

Qualification and Expertise:

c)         Post Graduate or higher qualification in Agriculture, Food Security,

d)         Minimum 5 years relevant experience in agriculture and livelihoods sectors programming

e)         Experience of managing and implementing Resilience and DRR programmes preferably with an International NGO

f)          Strong understanding of building resilience, DRR in food security and livelihoods sector, knowledge of challenges to food security and climate change in Sindh province

g)         Demonstrated capacity in technical support and coordination.

h)         Experience in capacity building and working in a partnership mode with local NGOs

i)           Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities and age groups

j)           Good team player, self-starter, has ability to work under minimum supervision and maintain good relationships

k)         Effective multi-tasking, flexibility, organizational capacity, prioritization skills are necessary

l)           Excellent written and verbal communication skills in English

Accountability:

In carrying out the above duties, Organization approved procedures must be followed at all times. Livelihoods Officer will be accountable for the budget utilization of livelihoods component of BDRP Programme.

As per the delegation limits of Organization

Special Circumstances:

Organization Programme, like other INGOs working in Organization, sometimes has to operate in risky environments/areas.  Organization has a security management plan to minimize all possible risks. In case of emergency/disaster, Livelihoods Officer will be required to assist the Project Coordinator/ Programme Manager to respond and make necessary arrangements.

Performance Standards:

Based on the above mentioned Duties and Responsibilities, specific performance standards will be worked out in consultation between Director of Programmes and Programme Manager - Sindh.
