The SUBAI project purpose is to advance the functioning of Pakistan Parliamentary Institutions, in particular Provincial Assemblies (PAs) and Legislative Assemblies (LAs), through effective legislation, strengthened policy and budget, oversight and enhanced representation.

The project has the following three Result areas to be achieved:

Result 1 – Strengthened Institutional development process and frameworks of Provincial Assemblies and better equipped elected representatives, selected committees and other parliamentary bodies.

Result 2 – Strengthened Assemblies’ Secretariats at provincial level.

Result 3 – Improved transparency and accessibility of Provincial Assemblies.

The main focus of the programme is the four Provincial and two Legislative Assemblies. Hence, the activities will be carried out in the four provincial capitals (Karachi, Lahore, Peshawar and Quetta) and Azad Jammu and Kashmir (AJK) and Gilgit Baltistan (GB).

  • Academic institutions and others
  • Pakistani Institute for Parliamentary Services (PIPS)
  • Federal assembly and in particular its specialised caucuses and fora relevant for fostering of inter-assembly linkages and experience sharing
  • The Senate of Pakistan as the House of Federation and in particular in reference to its work on inter provincial collaboration and support to provincial assemblies

The position is full time for a period of six months (with possible extension), based in Islamabad and reporting to the Senior Strategic Coordination Adviser and Communications Lead. The position entails working closely with the Communications Lead to increase SUBAI’s visibility among the project’s target groups. The position will take a lead in increasing SUBAI’s social media presence on various platforms as well as coordinate with experts in the team to keep SUBAI’s website regularly updated with the latest activities, achievements and information.

Key Responsibilities, Duties and Tasks

  • Assist Communications lead in implementing Communications Strategy for the SUBAI Project and ensure implementation in all Assemblies
  • Be Proactive in developing fresh, innovative communication and outreach tools
  • Create content and stories based on project activities and achievements for the website and social media platforms including Facebook, Twitter, and LinkedIn
  • Coordinate with other team members to get information to update SUBAI’s website with achievements, upcoming activities and information
  • Update key social media platforms regularly
  • Identify target audiences and create strategies to effectively engage them on SUBAI project social media platforms
  • Develop blog posts with updates, best practices, and achievements of the SUBAI project
  • Develop a monthly newsletter of new happenings (activities) and share on project website and social media platforms
  • Assist Communication lead in working with Communications STTAs in development and implementation of Communications Strategies of the Assemblies
  • Coordinate with other organizations engaged with individual Assemblies on communications issues
  • Ensure the implementation of SUBAI branding guidelines for all the project related printing and branding materials

Qualification and skills

  • Master's Degree in Mass Communication, Journalism, Social Sciences or related field
  • A minimum of 2 - 5 years of relevant experience working in a communications role
  • Ability to work under pressure and to meet strict deadlines
  • Outstanding communication skills, in written and verbal English and preferably writing and typing skills in Urdu or local languages
  • Excellent management, inter-personal, communication (written and oral), networking and reporting skills
  • Excellent computer skills including Windows, Word, PowerPoint, etc.
  • Strong knowledge of IT and prior experience of updating website software applications is highly desirable
