Project Overview

Palladium is recruiting a full-time Gender Advisor for the USAID-funded Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity in Sindh province, Pakistan. The HSS-SD project will work closely with the Sindh government, especially the Department of Health, across all levels to enable a greater ability to lead, design, manage, and monitor a system of high-quality, integrated health services. The program will also build the capacity of civil society and the private sector to work with government to support these efforts and fill gaps. Specifically, IHSS-SD will use an integrated approach to strengthen the health system and improve service delivery in Sindh province.

The Gender Advisor will work closely with the IHSS-SD leadership and the project director in the Palladium USA office to plan, implement, and monitor the project’s gender-focused activities. S/he will also support project staff to ensure gender is integrated across project activities.

 The position will be based in Karachi. The position is restricted to Pakistani nationals.  

Job Description:

The Gender Advisor will provide strategic oversight, technical planning, and coordination of the project’s gender-focused activities. S/he will also work closely with the technical leads and staff and provide strategic inputs and technical assistance to ensure gender is integrated across project activities. The Gender Advisor will travel to project districts in interior Sindh as well as to the project head office in Islamabad as required by the project.

Key Responsibilities

  • Lead the project gender strategy development and implementation in collaboration with technical leads and senior management staff.
  • Provide in-country leadership and technical assistance to project staff in the development, implementation/integration and monitoring of the project gender strategy.
  • Consult with project leadership and technical advisors on the design, implementation, and documentation of gender-focused project activities and components.
  • Support the Department of Health to conduct gender analyses, integrate gender into planning, and deliver sustainable training mechanisms for improved, gender-sensitive health services (gender data analysis, gender sensitivity tool, etc.).
  • Actively participate in the development of annual work plans and the design, implementation, and reporting related to project technical activities
  • Lead periodic project reviews with meeting gender targets and goals outlined in the project gender strategy.
  • Conduct regular trainings and technical updates on gender technical approaches for project staff, partners, and stakeholders.
  • Ensure effective coordination with USAID gender strategies and projects, other donors and implementing partners around gender-related trainings and technical assistance to the health sector.
  • Conduct gender analyses at the district and provincial government levels based on USAID guidelines.
  • Advise project staff on ways to promote women’s empowerment and gender equality through program interventions, and advise on how to tailor each intervention to ensure that women, men and youth can attend and participate fully.
  • Apply gender and youth assessment tools, training materials, and capacity strengthening plans, as required by project activities.
  • Develop, review, and/or prepare necessary technical and program-related reports, including presentations, briefs and working papers in consultation with project leadership and the Project Director.
  • Review and provide recommendations to project staff for improved integration of gender into existing service delivery guidelines, training curricula, and IEC materials
    • Supervise staff, short-term local consultants and subcontractors assigned to gender activities.
    • Performs other related duties and responsibilities as assigned.
  • Ensure quality of services and compliance per project/program requirements.
  • Represent the project, company, and programs in gender and health in Pakistan, as well as with others in the professional community.
  • Conduct all work to accepted standards of research ethics.

Qualifications

  • Bachelor’s degree in social science, public health, gender studies, public policy, or related field, Master’s degree preferred.
  • Minimum 5 years of relevant experience working in gender with national/international NGOs and public sector institutions in Pakistan’s health sector; understanding of and experience working with the Department of Health strongly preferred.
  • Demonstrated understanding of best practices in promoting gender equality and health policy, programs, and service delivery.
  • Experience in planning, facilitating, and follow-up/reporting on gender trainings, workshops, and events with senior policy makers and senior project management staff.
  • Experience working at the community level and understanding communities’ needs.
  • Strong written and oral communication skills in English including the ability to develop reports, presentations and working papers independently.
  • Ability to prioritize tasks and meet deadlines.
  • Strong program management skills are highly desired.
  • Strong interpersonal, analytical, writing, presentation, and organizational skills are required.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Familiarity with USAID gender analysis and reporting requirements preferred.
  • Fluency in Sindhi is highly desired.
  • Excellent computer skills, including use of MS Office and internet/e-mail.
