Shaping a stronger Oxfam for people living in poverty

Job Purpose

As a key player in the country team, the position holder is expected to:

  • Promote the vision, mission, and strategic goals of Oxfam and the Pakistan Programme.
  • Using a rights-based approach to work, develop and implement projects and develop concepts/proposals, strategies, approaches, operational plans and budgets of the humanitarian, climate change and resilience programme.
  • Ensure project implementation are according to the agreed plans and donor compliance. Ensure project quality implementation by developing systems for sharing learning from resilience and climate change projects through reviews, process documentation and impact assessment as per programme strategy.
  • Required to conduct regular monitoring visits to project areas including capacity building and support to the partner.
  • Mentors and builds capacity of the team members in specific areas (climate change and resilience) under the programme pillar.
  • Decision-making requires significant levels of judgment based on technical and management experience, generally actively supported within line management or the programme team
  • Support programme manager on fundraising efforts in disaster risk reduction and climate change and produces high quality programme design documents (strategies, proposals, concept notes) with large budgets.
  • Represents Oxfam, national and international forums and in alliance with the local partner, in the advocacy activities with district and provincial institutions as and when assigned by line-manager.

Key Responsibilities and Accountabilities                       

Project strategy, design and Implementation:

  • To take lead on the humanitarian, climate change and resilience department on Mobilization/initialisation project resources (especially donor-funded projects and others); develop shared understanding about the project goal, outcomes, outputs and major activities with local partner. Moreover, prepare result based work plan along with milestones, budgetary allocation and time line.
  • To take lead and ensure the production of the quality assessments, evaluations baselines, concept notes and proposals with budgets and LFAs on the humanitarian, climate change and resilience.
  • To develop and ensure the exit strategy/sustainability of the impact achieved through community-based programming.
  • To take lead and ensure the updated stakeholder analysis and donor scanning related to the disaster risk reduction and climate change informs the programme design decisions and management judgments.
  • To increase the capacity of partners and Oxfam to implement the quality projects on humanitarian, climate change and resilience.
  • To ensure effective programme management within the Pakistan Programme to promote and support humanitarian, CC and resilience planning and action within Pakistan;
  • Support the team to ensure programme learning and innovation are documented and shared at appropriate national, regional and international l level;
  • Develop and maintain relations with strategic actors of the sector, within and outside the country, so as to build strategic and operational level multi-stakeholder partnerships and alliances, and to ensure effective coordination
  • Lead innovation by piloting new approaches and models promoting humanitarian, climate change and resilience programme.
  • To ensure and develop work plans for the humanitarian, climate change and resilience (thematic and geographical area specific) are developed in line with the approved programme strategy.

Institutional funding / programme development:

  • The development and implementation of projects and programmes back-donors (could) finance with overall day to day management of donor contracts.
  • Writes and develops a project plan, support programme manager to Identify potential donors and also ensure support to capacity building of team members, partners and allies in developing their understanding and practicing compliance with the mandatory requirements of different donors as per the signed contracts with them.
  • Implements and monitors the agreements reached with the consortium or the implementation partners, such that donor wishes and demands are fulfilled.
  • Proactively provide information around the project to (potential) donors, co-operation partners, head office and other Oxfam’s Affiliates.
  • Work closely with Programme Funding and business development Manager in implementing funding strategy and in meeting fund raising targets and diversifying the donor base for humanitarian, climate change and resilience department.

Thematic and/or policy priorities:

  • Initiates elaboration and implementation of thematic policy priorities within the policy of Oxfam.
  • Signals local and regional opportunities for co-operation that contribute to the goals of Oxfam and develops and maintains partnerships.
  • Takes part in relevant Oxfam working and project groups, primarily for reasons of thematic knowledge, with input from partner organizations, and is capable of fulfilling the role of project leader.

Advocacy and Influencing:

  • Support from manager to provides strategic leadership to Oxfam policy and advocacy work on humanitarian, climate change and resilience work in Pakistan, including identifying and using opportunities to link Oxfam’s work in Pakistan optimally to Oxfam’s wider campaigns at regional and global levels.
  • Develops policy propositions and advocacy strategies with the aim to achieve local to global gender just policy changes that contribute to humanitarian, climate change and resilience in Pakistan.
  • Ensuring on-going analysis of humanitarian, CC and resilience trends within Pakistan, especially through the identification and the development of contacts.
  • Advocates policy change by key government, company and/or international public institution decision makers either in direct exchanges with them or indirectly via partners and the media.
  • Supports strategies, such as community level programs and public campaigning where suitable that increase the chance of achieving the advocated policy change.
  • Involves partners in developing the advocacy strategy and helps strengthen their capacity to carry out advocacy/campaigning work and participate in the Oxfam and Oxfam International advocacy work;
  • Keeps well informed of the policy context within Pakistan and the region and the respective views and positions of key actors in Pakistan;
  • Represents Oxfam in national and international platforms;
  • Contributes to the monitoring and evaluation of Oxfam advocacy/campaigning work.

Programme/Project Cycle Management:

  • Leading and supporting on designing new programmes/interventions through good field based assessments and design;
  • Ensure compliance with Oxfam monitoring, evaluation, accountability and learning expectations and approach; develop initiatives for continuous learning, pilots and innovation;
  • Ensure maintenance/compliance of OPAL (Oxfam Project Management Software)
  • Contract management in compliance with Oxfam, Government of Pakistan (GoP) and Donor policies, procedures and guidelines; in consultation and coordination with the Funding team who will ensure that sufficient technical, legal and advisory support is provided as required;

Financial Management:

  • Support manager in managing the programme finances in the country, including: annual budgeting for humanitarian, climate change and resilience project work; collaboration and engagement with Fundraising and finance colleagues over donor and country budgeting;
  • Support manager in actively managing the overall programme/projects budget and donor contracts, including timely and accurate reporting.
  • Support manager according to the Oxfam and donor’s compliance and also facilitate to conduct internal/external donors funded projects audits.

Internal:

  • With the humanitarian, climate change and resilience programme manager and other colleagues at the Country Office Pakistan on the development and implementation of the annual contract, the elaboration of country policy and co-ordination of tasks.
  • With team members on the development of the strategic partner portfolio, identification and appraisal of project proposals of local partners, and monitoring of the implementation of projects.
  • With the institutional funding Officer (at the country office and head office or Oxfam affiliates) on the development and implementation of projects and with the department M&E when specific funding opportunities arise in the internal and external.
  • With the programme manager(s) to co-ordinate the one project approach, to exchange information on local partners, facilitate the co-operation of local partners and to exchange and use insights in results and learning opportunities.
  • With other Oxfam’s to co-ordinate and co-operate regarding support of local partners, regional policy, campaigns and lobby.

External:

  • With local partners on the planning, implementation, monitoring and evaluation of projects, and on the organizational and institutional development and implementation of projects.
  • With stakeholders and relevant (inter)national organizations and institutions to obtain information on development of relevance to the projects of local partners and Oxfam.
  • With (I)NGOs to co-ordinate and co-operate regarding support of local partners and Oxfam affiliates.
  • With institutional donors to co-ordinate on the organization, management and implementation of projects and the reporting of local partners.

Required skills and experience:

Oxfam is looking for a dynamic, creative and result-oriented person with

  • Education to a Masters degree level preferably in social sciences or development studies.
  • Strong knowledge of poverty and development and humanitarian, climate change and resilience.
  • At least 4 to 5 years of experience in project development and implementation
  • Experience of working and implementing projects though partners.
  • Thorough geo-political and socio-economic knowledge of Pakistan and South Asia region (with reference to South Asia); strong knowledge of humanitarian, climate change and resilience.
  • Experience in project implementation in humanitarian, climate change and resilience work; Strong project cycle management skills.
  • Experience of managing Budgets.
  • Monitoring and Evaluation experience.
  • Ability to deal with uncertain situations/scenarios, work in collaborative manner not only with Islamabad based team but also with Oxfam affiliates, partners and government institutions.
  • Strategic thinker with analytical skills; with strong influencing and networking skills;
  • Strong reporting writing skills particularly donor’s reports.
  • Accustomed to working in complex political settings
  • Experience in facilitating (capacity building) project implementation work of local NGOs and other civil society organisations;
  • Representing Oxfam at different national and international forums.
  • Good communication and organisational skills;
  • Ability to travel extensively within security protocol;
  • Fluency in written and spoken English and Urdu. Knowledge of any regional language will be an added advantage.
