Job Title: Program Manager First Aid  & Prehospital Emergency Care

Position Objectives:

Ensure smooth and timely implementation of Humanitarian FA program. Coordinate with other departments in situations of emergency to ensure coherent PRCS response.A technical reference point for the branches   

Specific Duties, Responsibilities, and Accountabilities

1.

Work towards the achievement of PRCS goal of “A First Aider in every Home”.

2. 

-       Overall responsible for managing the PRCS FA file and act as technical reference point on the file.

-       In consultation with PHQs, responsible for formulation of plans and corresponding budgets.

-       Responsible for effective implementation of the program, and follow up of the budget spending to ensure the funds are utilized as per the general financial protocols and specific PRCS/ ICRC financial regulations and for greater impact.

-       Act as first point of contact for branches and partners on the FA file. Provide technical guidance and ongoing support to the FA Coordinators in the branches to ensure effective and timely achievement of the program objectives

-       Responsible for checking all FA-related financial reporting, invoices for completeness of supporting documents according to rules and ICRC-PRCSfinancial regulations and approved budgets

-       FA inventory/ logistics data management

3. 

To undertake extensive travel (Program related districts) to coordinate First Aid Training programs between NHQ and Provincial Branches and to provide ongoing technical support, facilitation, monitoring, and evaluation of First Aid Training activities.

 4.

Ensure that all First Aid training programs are being implemented according to the First Aid Training Policy at all levels

 5.

Ensure First Aid trainers have access to suitable First Aid training equipment, and ensure timely provision of equipment to the branches.

6. 

Conduct/ Facilitate First Aid Refresher Courses and Training of Trainer’s courses for Program staff

7.

Produce regular, timely and accurate narrative and financial reports for the organization and for the donors.

8.

Promote First Aid Training with Government Departments, International and Non-Government organizations, multinationals, etc and foster an interest in the public at large in First Aid to ensure eventual self-sustainability.

9.

Arrange FATWC meeting for formulation of PRCS FA Curricula and training guidelines.

10.

If required, ensure smooth correspondence and collaboration with PNS regarding the implementation of FA related activities.

11.

Contribute to achieve overall goal of Health Department by participating in programs being implemented, under development and maturation phase.

12.

To act as response execution focal person in the case of small scale emergencies and to be field health response team during major disaster.

13.

Develop and share proposal for expansion of program and sustainability of currently active programs.

14.

Supportive supervision of program team.

15.

Any other task assigned by management

Education

Qualified Health Professional (MBBS) from PM & DC recognized institute with MSPH from HEC recognized Institution.

Experience

  1. Minimum 05 years’ experience of managing a similar program at national level &  experience in emergency response shall be preferred
  2. Candidates having experience with RCRC movement will be given preference.
  3. Having work experience of Donor funded projects.

Skills/Knowledge

  1. Good project management and PMER skills
  2. Good interpersonal communication skills, with the ability to take a national team along.
  3. Candidates having First Aid knowledge will be preferred.

Travelling

Extensive traveling all over Pakistan

Age Limit

Maximum age limit 45  years of age
