Job Description

Quality Control Officer

STS is seeking Quality Control Officers (QCO) to oversee and ensure the quality of the data collection for the 2018 endline Early Grade Reading Assessment (EGRA) for a USAID-funded early grade reading project in Pakistan.

Each QCO will be responsible for ensuring the standardized administration of the EGRA tools and survey instruments for each of their assigned data collection teams. Data collection will occur throughout 8 districts in Pakistan. Prior to data collection, the QCO will prepare for the data collection activities and support training sessions. During data collection, the QCO will largely be responsible for oversight of one data collection team of approximately three persons. Oversight will include the organization of the assessment materials, the security of the materials, the tracking of the enumerators in the field, liasing with government officials and school personnel, and the submission of the materials to STS at the end of the assessment fieldwork. The QCO’s will also collaborate with STS and the subcontractor technical staff, and they will be responsible for providing and implementing recommendations for improvements in the field data collection activities.

QCO assignments will be made based on geographical, language, and professional experience. This assignment is for up to one month starting in November 2018 with training taking place in October 2018.

Responsibilities:

  • Participate in and assist training sessions on standardized administration of EGRA tools and survey questionnaires.
  • If required, serve as a master trainer to lead a training of enumerators and field supervisors on standardized administration of EGRA tools and survey questionnaires.
  • Oversee and help to organize the field administration of the operational tools.
  • Ensure compliance with standardized procedures and protocols for the administration of the EGRA tool and the survey questionnaires.
  • Serve as the contact and point person for STS’s staff during data collection.
  • Prepare regular report updates.
  • Participate in debriefing meetings.
  • Make recommendations on improving the assessment activities.

 

Qualifications:

  • At least a Bachelor's degree in education, social sciences or related field.
  • Prior experience with EGRA preferred.
  • At least three (3) years of managerial experience of evaluations, assessments, surveys and other assignments requiring data collection.
  • Experience managing or conducting national or provincial level testing of primary school students preferred.
  • Excellent analytical and problem-solving skills.
  • Able to work effectively as part of a large team of local and expat professionals.
  • Able to work under tight deadlines and produce quality work.
  • Fluency in English required. Fluency in Urdu and/or Sindhi required.
