About the Project:

Pakistan Agricultural Technology Transfer Activity (PATTA) is a United States Agency for International Development (USAID) funded project designed to increase smallholder farmers’ access to markets, alongside their overall development impact and cost-effectiveness. Smallholders farmers in Pakistan use outdated and less effective technologies, leading to stagnant or dwindling productivity and returns, particularly in the horticulture and livestock sub-sectors. Because improved technologies that are affordable, impactful, and safe have not yet penetrated the vast smallholder market. PATTA will combat these challenges by galvanizing ongoing private-sector investment to commercialize the types of agricultural technologies that enable smallholders to increase their incomes, improve farm productivity, create jobs, and enhance economic growth and stability. These technologies include seeds, fertilizers, water pumps, improved plant and animal breeds, precision agriculture, and integrated soil fertility management, amongst others.

Assignment Objective

The PATTA Project qualified short-term technical assistance (STTA) i.e. Research Facilitators, for a maximum period of 15 days to assist the project to undertake data collection for a nationwide rapid analysis.

Scope of Work

The following is the scope of work, with the understanding that the Research Facilitator will work closely with the PATTA team to further clarify the scope and objectives the activities, as needed:

  • Implement qualitative and/or quantitative research instrument, such as discussion guidelines and quantitative and in-depth interview questionnaires across various locations of Pakistan.
  • Coordinate the screening and participation of respondents for any research activities.
  • Develop formative and summative reporting of the results of research activities on a a regular basis in an agreed timeframe.

Locations:

The locations of the research activities are expected across four provinces (Balochistan, Khyber Pakhtunkhwa, Punjab, Sindh), Gilgit-Baltistan and Islamabad Capital Territory.

Reporting and Management

The consultant, within the framework of PATTA, will work in close collaboration PATTA program team in order to accomplish this objective. Payments will be made in arrears on satisfactory delivery of the assignment and the submission of a valid invoice (with supporting evidence)

Timeline

The duration of this position will be a maximum of 15 days, from 11 to 30 September 2018. The deliverables will be completed and submitted on an on-going basis, subsequent to the day of the signing of the contract.

Consultant Capacities

  1. A masters or undergraduate degree in a relevant area or field e.g. anthropology, sociology, media, communication etc.
  2. In-depth knowledge and hands-on experience in quantitative and qualitative data collection and analysis tools and methods.
  3. Demonstrable experience in undertaking monitoring, reporting and data-entry and analysis activities.
  4. Fluency in English, Urdu or any other provincial language, as per allocation research activity location.
  5. Excellent computer skills (Word Processing, excel spreadsheet and power point);
  6. Strong interpersonal, verbal and written English communication skills.
