Pakistan Sindh Enabling Environment Activity

DAI seeks a DCOP Manager for an anticipated 3-5 year USAID Pakistan Sindh Enabling Environment Activity (SEEA). SEEA will help improve the enabling environment in Sindh to promote private sector-led growth in the agriculture, dairy, livestock and fisheries value chains by identifying and addressing policy constraints that impede efficient operations. The Activity will help create an internationally-competitive policy environment, providing the private sector with the stability and incentives required for investments in agriculture aimed at improving the quality, quantity, sustainability and profitability of produce in the domestic and export markets. This position is for a 

The SEEA program will be based in Karachi, Pakistan, and cover all districts in Sindh province.

The DCOP will support the Chief of Party (COP) and provide overall day-to-day management and coordination of project technical and administrative personnel and functions, including ensuring that appropriate technical and financial reporting requirements are met. He or she should have appropriate levels of complementary expertise, professional and work experience to support the COP and coherent and effective program coordination and operations, and possess the relevant management, communication, and interpersonal skills to fulfill this role.


Qualifications:

  • An advanced degree in business, public administration, economics or relevant field.;
  • At least 10 years of progressively responsible relevant experience overseeing programmatic, administrative, and financial management functions of international development work;
  • Demonstrated ability to work effectively with various stakeholders in Sindh including government agencies, business alliances, multinational corporations, NGOs, and other stakeholders;
  • Understanding of the Sindh operating environment and experience building capacity within the agriculture, dairy, livestock and fisheries sectors; 
  • Experience with activity design, development, implementation, and closing;
  • Experience with USAID or other international donors required.
  • Excellent communications and writing ability; Strong computer literacy skills;  
  • Fluency in both English and Urdu required, Sindhi preferred;
  • Work experience in the private sector and in a development project environment is preferred.
