Monitoring and Evaluation Manager,

Pakistan Sindh Enabling Environment Activity

DAI seeks a Monitoring and Evaluation Manager for an anticipated 3-5 year USAID Pakistan Sindh Enabling Environment Activity (SEEA). SEEA will help improve the enabling environment in Sindh to promote private sector-led growth in the agriculture, dairy, livestock and fisheries value chains by identifying and addressing policy constraints that impede efficient operations. The Activity will help create an internationally-competitive policy environment, providing the private sector with the stability and incentives required for investments in agriculture aimed at improving the quality, quantity, sustainability and profitability of produce in the domestic and export markets.

The SEEA program will be based in Karachi, Pakistan, and cover all districts in Sindh province.

Responsibilities:

  • Design, develop, and institutionalize monitoring and evaluation systems and approaches that provide useful data for reporting, communications, and organizational learning.
  • Oversee implementation of data quality assessment processes and procedures.
    Develop/adapt tools for data collection; designs and implements surveys and other data collection tasks, including overseeing implementation of the project’s baseline, mid- and end-of-project surveys.
  • Institute regular use of performance monitoring data among component leads and technical staff.
  • Identify best practices and state-of-the art approaches to the program activities and evaluates them.
  • Use data to systematically and consistently document achievements, success stories, and best practices.
  • Provide technical assistance and training to program teams and partner organizations as necessary.
  • Provide overall guidance and manage all the M&E related efforts, communicating and coordinating as needed with headquarters staff.
  • Design/adapt project performance monitoring database to report national and global indicator and performance indicator data quarterly to technical team leads, COP, and DAI headquarters.
  • Ensure coordination between M&E, communications and technical teams. 


Qualifications:

  • At least 10 years of progressively responsible relevant experience required
  • At least 5 years of experience collecting, analyzing and managing donor funded project data, experience with water management, infrastructure data preferred.
  • Experience with USAID or other international donors required.
  • Experience designing, developing, and overseeing M&E tools and systems required; experience with M&E tools and systems for workforce development projects preferred.
  • Experience with qualitative and quantitative data collection and analysis required.
  • Experience using information and communication technologies (ICT) for data collection desired.
  • Experience leading a project team in M&E activity design and implementation and collaborating with technical staff to build capacity and share information to support decision-making.
  • Demonstrated ability to work effectively with various constituencies including headquarters, donor agencies, international and local partners, host country government agencies, and other stakeholders.
  • Solid communication skills - both written and oral.
  • Excellent communications and writing ability; Strong computer literacy skills;  
  • Fluency in both English and Urdu required, other Pakistani languages preferred;
  • Work experience in the private sector and in a development project environment is preferred.
