Reports to: Operations Administrator, functional management from Logistics & Administration Officer

Classification: Locally-Engaged Staff position open to nationals of the country of assignment and permanent residents with authority to live and work in the country of assignment.

Duration: 12 months, with the possibility of extension

Location: MDF Country Office

The Market Development Facility (MDF) is an Australian Government-funded initiative currently being implemented in five countries. MDF utilises a market systems development (MSD) approach to connect with private and public sectors players with the ability and leverage to trigger lasting systemic change and create broad-based, sustainable pro-poor growth. MDF can be scaled-up to support further market development activities in country and in additional countries as needed.

MDF is a multi-country facility, currently operating in Fiji, Timor-Leste, Papua New Guinea, Sri Lanka and Pakistan. Each country has its own country team on the ground, with a Core Leadership Team (CLT) headed up by the Chief Executive Officer (CEO) providing strategic, technical and managerial oversight across all MDF partner countries. The CLT ensures uniformity and integration of approach and systems across countries, while at the same time ensuring sufficient programmatic flexibility for Country Teams to respond to local context and DFAT country strategy.

Key Responsibilities:

  • Safely transport MDF staff, goods, parcels and documents in and around the city in which the office is located and to field locations as required.
  • Ensure that all scheduled work allocated is completed in a prompt and efficient manner.
  • Ensure that the vehicle provided is clean and at all times and is driven in a legal and safe manner at all times.
  • Carry out routine inspection on fleet vehicles to ensure that they are always in good condition, and perform minor maintenance tasks when necessary.
  • Check and purchase fuel for project vehicles and ensure fuel is topped up regularly.
  • Maintain the log book and document accident reports, vehicle maintenance and fuel purchases as per MDF policies and procedures.
  • Safely keep receipts for vehicle repairs and maintenance and other records and reports concerning the vehicle.
  • Consider different routes, check climate and traffic reports to decide the best time to travel and the best route to take.
  • Respond immediately to an accident or medical emergencies by notifying emergency response providers, and rendering First Aid until emergency personnel arrive.
  • Ensure availability of first aid box, fire extinguisher and other required equipment is in the vehicle at all times.
  • Ensure that communication is maintained at all times.

Other

  • Provide basic administrative support as requested.
  • Other activities as directed by the Operations Administrator, Country Director or other representative(s) of Palladium.

Requirements:

  • Properly licensed to drive with a valid, clean driver’s license and middle school or equivalent diploma
  • At least five years driving experience and demonstrated knowledge of local road systems
  • A police check must be provided
  • Good verbal and written English and other local language(s) in the country of assignment
  • Demonstrated knowledge of car mechanics and skills to maintain roadworthiness and cleanliness of vehicles
  • Alertness to risks and potential security breaches, and proven ability to handle security incidents effectively and peacefully
  • Demonstrated ability to undertake routine and simple clerical and administrative tasks
  • Willingness to work long hours, and to travel and work any part of the country of assignment
