Project Overview and Role

The Market Development Facility (MDF) is an Australian Government-funded initiative that utilises a market systems development approach to connect with private and public sectors players with the ability and leverage to trigger lasting systemic change and create broad-based, sustainable pro-poor growth. MDF can be scaled-up to support further market development activities in country and in additional countries as needed.
MDF is a multi-country facility, currently operating in five countries: Fiji, Timor-Leste, Papua New Guinea, Sri Lanka and Pakistan. Each country has its own country team on the ground, with a Core Leadership Team headed up by the Chief Executive Officer providing strategic, technical and managerial oversight across all MDF partner countries. 

Role:
The purpose of this job is to implement MDF's RM system and takes the lead in more challenging design, research, monitoring and aggregation efforts

Responsibilities

  • Understanding the DCED guidelines for results measurement in order to be able to conduct monitoring and results measurement in line with these principles.
  • Understanding the Facility's WEE Framework, other inclusion framework/strategies, and its implications for research design and learning.
  • Maintain, in collaboration with the Quality and Inclusion Director(s)/Adviser/Coordinator, a results measurement system in line with DCED guidelines and relevant for WEE, with complete and up to date Intervention Guides and a clear research calendar.
  • Collaborate with CT members to develop high-quality results chains and measurement plans for each partnership and for each strategic engagement area in which the Facility is active and execute these plans in a timely and collaborative manner with the CT, ensuring inclusion indicators are appropriately integrated into results chains and research plans
  • Analyse assessment results, make these insightful and communicable and suggest ways to improve the Facility's sector strategies or intervention designs; participate in and prepare for all strategy meetings, notably the six-monthly management meeting, but are also in day-to-day discussions on progress and planning.
  • Prepare for the Annual Aggregation of Results; provide insight into progress against key headline and intermediary indicators as and when needed; support reporting on specific indicators as requested by the donor.
  • With support from Quality and Inclusion Director(s)/Adviser/Coordinator, prepare research and findings on ways to promote WEE and inclusion more broadly.
  • Together with the CT generate insight and learning that can be used as content for engagement, influencing and learning events.

Requirements

Essential requirements:
  • Preferably more than three years of work experience
  • Post graduate qualifications in business, economics, sociology, anthropology or other relevant field(s).
  • Strong business or (applied) research orientation and work experience in a related field
  • Preferably experience implementing the 'Making Markets Work for the Poor' approach or related development approach and applying the DCED Guidelines for Results Measurement.
  • Familiarity with the issues affecting the private sector in the country of assignment as well as international trends in business and the economy
  • Desirable to have knowledge of gender issues of Pakistan
  • Excellent analytical skills and ability to apply quantitative and qualitative research methods
  • Excellent written and spoken English language skills, able to write evidence-based reports.
  • Willingness to work in a challenging environment and to travel nationally and internationally.
  • A police clearance certificate
