Scope of Work Summary:

USAID Small and Medium Enterprise Activity (SMEA) requires the services of a professional photography firm to help capture interactive/activity oriented high resolution/quality photographs of SMEA’s events to be held across Pakistan. The initial contract will be for a duration of one year, with a total level of effort (LOE) of 30 days. The images captured will be used for SMEA’s communication products, and to share on social media platforms.

2. General Summary

Implemented by Chemonics International, the USAID Small and Medium Enterprise Activity (SMEA) is a five-year project that is supporting Pakistan in SME-led economic growth that will help create jobs, foster entrepreneurship and contribute to an increased GDP. As a part of the United States Government’s long-term commitment to helping Pakistanis secure a more prosperous future by increasing household incomes and employment, nurturing competitive small and medium enterprises, expanding trade and investment and creating more rewarding business opportunities, SMEA is working towards improving the enabling environment for private sector led growth.

SMEA aims to improve the financial and operational performance of SMEs in Pakistan in the information communications technology, light engineering, textiles, hospitality, logistics, and agri-business and processing sectors. These SMEs will receive customized assistance to help them qualify for loans, streamline their production and management process, obtain certifications, and connect with lucrative domestic and export markets.

3. Objective of the Consultancy

Objective: The objective of this consultancy is to help capture and gather compelling action/activity oriented photographs to use on SMEA’s communications collateral/products/social media platforms, and to visually document programmatic activities of the project. We require the services of a photography firm based in Islamabad that will be willing to send photographers to Peshawar, Lahore, Karachi, and Quetta, and with occasional travel to smaller cities as and when required.
4. Principal Duties & Responsibilities

Imagery is an integral and vital part of USAID communications, and conveys the spirit and energy of its initiatives including SMEA. It is important that the images captured through this consultancy contract highlight SMEA’s work and success. Detailed guidelines on USAID’s photography requirements can be found in USAID Graphics Standards Manual (section 6). When capturing images, the photographers will need to keep in mind the following guidelines:
• Focus on positive aspects of SMEA’s efforts
• Ensure relevancy of photographs to the event/subject/story
• Photographs should be inspiring and engaging for the viewer
• Provide photo credits
• Show people looking at the camera, whenever possible, to connect emotionally with viewers/readers
• Select images that are in focus and that are colorful and bright
When tasked, and under guidance from SMEA’s Communications Specialist, the photographers will:
• Travel to SMEA’s event locations across Pakistan to capture interactive high-res photographs of events including close-up portraits, landscape, and wide-angle shots.
• Travel to pre-determined small and medium enterprises to capture generic/themed images of SMEA’s focus sectors including:

o Logistics
o ICT
o Light engineering
o Textiles
o Hospitality
o Agri-business and processing

• Ensure that each person photographed understands and signs a consent release form that will be provided by SMEA.

• Certify that situations captured should are real, and the choice of subject, where possible should is authentic

• Provide digital high-res 100-200 raw images and 50 edited images from each assignment in a USB drive.
• Provide location, name of facility/beneficiary and date where required
Note: All photographs captured under this consultancy contract will be the property of USAID SMEA and distribution to any third party is strictly prohibited.

5. Specific Tasks of the Consultant

• The photographers will follow a photography brief provided by SMEA’s Communications Specialist for each assignment. A travel plan and schedule with specific timelines will be finalized prior to each assignment.
6. Job Qualifications
• At least 7 years of professional photography experience in the development sector
• Prior experience with donor-funded projects including USAID, UN agencies, DFID is required.
• Relevant photography certifications and trainings
• Ability to provide printing and output advise
• Excellent communications skills

7. Duty Station

The photography consultancy firm should be based in Islamabad. When required, photographers will be required to travel to other cities for assignments.

8. Reporting

For all assignments and prior consultations, the photographers will report to SMEA’s Communications Specialist.

9. Workspace and use of personal equipment

The photographers are expected to work in the field using their own equipment. SMEA will not be liable for any costs associated with the damage, loss, repair and/or maintenance of equipment during any assignment.
Photographers are expected to use professional cameras and associated equipment (lights, filters, professional lens, editing software) to deliver final products.

10. Duration of the Assignment

The contract will be for a total duration of one year, with 30 level of effort (LOE) days. The Communications Specialist will determine the LOE for each assignment.

11. Required documents/material in response to RFQ:

• Company profile
• Client portfolio
• Online portfolio with links to high-res photographs. Portfolio should include example of event photography, themed photo shoots, portraits, and action photography of development sector projects
• Details of equipment including:

o Camera models
o Lens
o Accessories
o Audio recording capability

• Demonstrate ability to travel to remote locations, and the ability to manage logistics
• Post process software to digitally edits photographs
• Provide tentative rates in the following table for each of the following assignments:
