Position Objectives:

. The Advisor Programs & Projects will serve as a focal person to;

1st phase

  • in close consultation with Red Cross/ Red Crescent (RCRC) partners and relevant stakeholders conceptualize, develop and roll out of PRCS strategy for TDs (Tribal Districts) in KPK

2nd phase

  • follow-up and coordinate the Red Cross/Red Crescent (RCRC) support by the RCRC partners to PRCS`s rehabilitation work in TDs - which is guided by the humanitarian needs of the most vulnerable populations in the area.
  • support PNS´s and/or PNS Consortium(s) to be aligned with both Government and PRCS priorities.
  • facilitate monitoring of RCRC funded activities by both PRCS NHQ staff and PNS national staff.
  • fulfil regular, timely and quality reporting to benefit both PRCS and Partner National Societies and/or PNS consortiums.

Scope of Work

The Advisor Programs & Projects will work closely with PRCS National Programme Coordinator (NPC) and RCRC steering group (PNS) under overall leadership and guidance of PRCS Secretary General. S/He will act as focal point towards development of PRCS’s strategy for TDs in KPK and define intervention modality. S/He will be working in close collaboration with KPK/TDs towards roll out of RCRC activities in TDs.

Finalizing PRCS Rehabilitation Implementation Strategy for the Tribal Districts in KPK

Reviews zero draft: Conduct initial consultative interviews, meetings and workshop to refine strategy towards TDs context with inputs from stakeholders (government departments, UN agencies, donors, civil society and humanitarian actors, media, academia etc.)

Shares the draft with PRCS NHQ and relevant stakeholders and incorporate feedback (comments/suggestions)

Final draft to be accepted by Steering committee/group and Secretary General.

Implementation Plan

   5

Develops and finalizes a Strategy Implementation Plan (SIP) in consultation with PRCS NHQ SG, NPC, PMs, Provincial Branch(es), and RCRC partners:

  • conceptualizes global strategies,
  • initials/leads/Support assessments, research and Provide inputs to, draft and coordinate the development of programme documents
  • proposal writing towards new programme and SIP ideas
  • Together with RCRC partners explore fundraising possibilities and initiate relevant funding applications 

Coordination

Maintains regular contact with UN- bodies, PHF and various line departments etc. for networking.

Ensures timely and effective working relationships among PRCS and RC/RC partners national staff and delegates

Ensures effective working relationships with the Partners, its counterparts and leadership.

Understands, abides by and work in accordance with the 7 fundamental principles of the RCRC movement

Actively works towards the achievement of PRCS strategy

Performs any other work-related duties and responsibilities that may be assigned by the line manager with regard to TDs.

Education

  Required

Preferred

Masters/16 years education  in Social Sciences , Economics, Business Administration,  Public Health, Project Management or related field from HEC recognized University/ Institution.

Experience

Minimum 10 years of experience in effective planning and coordination of humanitarian and development programmes

X

 

Solid programmatic, financial and organizational planning skills: 5 -7 years’ experience in a complex humanitarian environment at a senior/middle management level professional of a large to medium size national/international organization.

Effective relationships with government coordination bodies, Pakistan Humanitarian Forum and UN cluster systems and demonstrated experience in working with multiple partners and stakeholders to achieve results.

X

 

Demonstrated previous experience in the design, implementation and quality assurance of programs in the areas of Institutional Capacity Building and Organizational Development, Change Management, Disaster Management and Health.

Demonstrated Working experience in FATA/KPK

X

 

Experience in the design and application of the following methodologies: Results Based Management (RBM), Program Management Frameworks (PMF) and Logical Framework Analysis (LFA) practices.

X

 

Excellent communications, conflict resolution skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner.

Previous field experience with the Red Cross Red Crescent Movement.

 

X

Experience in effectively managing and motivating staff in a complex and dynamic environment.

Previous experience using methodologies such as participatory development.

 

X

Previous experience in the use of a Beneficiary Accountability Framework.

Previous experience in the areas of Violence Prevention, Safe Communities or other similar programmes

Contract Period

The position is initially required for 6 months, which can be further extended depending upon the organizational need

 Market based Competitive Salary ( Negotiable)
