About the position

Over this period, we’ve addressed a wide range of issues across the policy cycle, from health and public administration reform to public financial management, social protection and microfinance, as well as establishing a leading role in quantitative and qualitative surveys.

OPM is seeking to recruit a Consultant based in the Islamabad office to work in its New Business Development (NBD) portfolio. The Consultant will report to Country Director Pakistan office and will work closely with other NBD Pakistan staff and consultants from other portfolios and country offices. Successful applicants should expect to provide wide-ranging support to both project acquisition and implementation across all subject areas:

  • Social policy, including teams in poverty reduction and social protection, health, and education;
  • Economic policy, including teams in private sector development, financial sector development, trade, aid, microfinance, macroeconomic policy, climate change, and natural resource policy;
  • Statistics, evidence and accountability, including teams in social development, official statistics, and political economy analysis; and
  • Public sector finance and management, including teams in public financial management, public management and accountability, debt management, and regional development and local government.
  • Other areas of work (including food security, urban development, nutrition and agricultural development) are growing.

This is a full-time role based in our Islamabad office.

Minimum qualifications

For this role, applicants must have a:

Applicants must have

  • A Master’s degree in Economics, Public Policy, Social Science, Development Studies or a related field;
  • A minimum of 5 years of full time work experience in the development sector;
  • Strong analytical analysis (quantitative or qualitative); applicants with strong quantitative skills will be preferred;
  • Experience of working on primary and/or secondary quantitative research and analysis;
  • Demonstrated ability and experience of working with quantitative statistical packages (Stata, SPSS, SAS, R, etc.) or qualitative analysis tools (nvivo, Quirkos, etc.);
  • Strong and demonstrated written, verbal communication and presentation skills;
  • Project and people management and leadership skills;
  • Demonstrated ability to work effectively as part of a team;
  • The ability to multi-task well and manage multiple deadlines; and
  • An awareness of and enthusiasm for policy issues relating to international development;
  • Fluency in both Urdu and English is essential.

OPM is an equal opportunity employer which offers a competitive package in the local market. The gross salary range for this position is PKR 2,160,000 to 2,700,000 per annum.  We also offer additional non-monetary benefits to our employees as prescribed in the employees’ handbook. Usual office timings are Monday to Friday 9 AM to 5:30 PM with 1-hour lunch break. However, the demands of the firm may on occasions necessitate these hours being extended.
