To strengthen the Safeguarding Policies and Practice
OXFAM in Pakistan has committed to strengthen the Safeguarding policy and practice among its staff and the Partners it works with in Pakistan. As an Organization, OXFAM International had committed to strengthen the safeguarding work globally and Oxfam in Pakistan would like to see this replicated here. In order to create a safe environment where staff working for OXFAM and its Partners feel equipped having the necessary information, staff role and responsibilities in creating this environment, prevention from sexual harassment and abuse and the mechanisms for reporting and responding to complaints.
You understand that NGO workers hold a privileged position of trust, and with that comes responsibility to respect the dignity of those we support. Unfortunately, you know that there are also occasions when this privileged position can be abused for sexual gain.
What will you be doing?
As a Safeguarding person, you will have responsibility for socializing the safeguarding policy for OXFAM staff and Partners. You will work closely with Oxfam staff, partner organisations to raise awareness about Safeguarding and support the Partner Organizations develop Safeguarding processes and policies for their respective Organizations.
Specific Deliverables required of this job include:
- Socialize OXFAM Safeguarding strategy, policy along with the code of conduct for OXFAM staff and the staff of the Partner Organizations.
- Assessment on the existing Safeguarding policies and code of the conduct in the Partner Organizations.
- Code of conduct and Safeguarding policy revised/ developed for the Partner Organization (where it is in place) and does not meet the minimum standards of OXFAM Code of Conduct.
- Report on the implementation of Protection of Women against harassment at workplace act in relation to its implementation at the Partner level, the establishment of the Inquiry committee as per the guidelines stipulated in the act, the display of the code of conduct (from the act) at visible locations in the office, awareness sessions for the Partner staff and the training for the inquiry committee members.
- Each Partner Organization have at least one trained investigator in their office to effectively investigate any issues related to SEA.
To achieve the above stated deliverables, the list below provide guidelines:
- Detailed activity plan with clear timelines on achieving the required deliverables
- Methodology for socializing the OXFAM strategy and code of conduct with the staff and the Partners i.e. consultant requirement
- Assessment criteria and the method to collect the required information on the standard of the safeguarding policies and code of conduct in the respective partner organization.
- Action plan and methodology on how the existing or new safeguarding policy and code of conduct is improved or developed respectively.
- Look at the principles and practices of the safe guarding policy (including child safeguarding) and how it needs to be followed and adhered to at all times.
- Explore the in country certified training providers to conduct the investigation training for the Partner staff.
What background do I need?
The main thing is that you understand and care deeply about the issues. You have a strong motivation to do this work, and want to see your efforts rewarded with improvements across the sector. As for experience, are you in:
- HR/Employee Relations
- Gender/Protection – and interested in the challenges organisations face internally around Gender Based Violence
- Programme Accountability
- Previous experience of implementation the safeguarding policy and code of conduct in organizations
Timeline:
Duration of this assignment is between Aug 2018 to Jan 2019 (06 months).

OXFAM has 23 Partner Organizations (approximately) spread across the different provinces.
