Project Description:
The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, is working with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

Job Overview/Summary
Under the supervision of M&E Coordinator the M&E Officer will assist the PRP program team in the following tasks:
Major Responsibilities:
- Assist the M&E Coordinator / Senior M&E Officer in all M&E related functions/task.
- Support in consultation with field project staff to identify needs of Project database.
- Coordinate with project team & component based M&E focal persons for collection of data as per M&E needs.
- Support the project team in using standardized data collection and reporting tools.
- Participate in various capacity building activities as initiated and assigned by the M&E unit.
- Assist the M&E Coordinator / Senior M&E Officer in identifying various M&E needs to assess project progress and performance regularly in close consultation with the project team.
- Ensure timely collection, compilation and making available the data required for reporting on project progress and PMP indicators.
- Update the M&E-IS on regular basis to ensuring the quality of data at par with the required quality standards.
- Assist the M&E Coordinator / Senior M&E Officer in drafting period reports i.e. monthly, quarterly and annually including reports on PMP indicators.
- Preparing plans for M&E activities and submit to M&E Coordinator.
- Take part in consultations for design of various survey & studies
- Assist in collection and entry of data for surveys & studies conducted internally in timely and efficient manner.
- Assist in external surveys & evaluations in field as and when required.
- Ensure proper recordkeeping and efficient filing of all M&E records including filled data collection tools, reports, evidences of the reported progress, official correspondence etc.
- Update with the support of M&E focal persons and project team, various tracking sheets developed to track progress against targets of work plan activities and PMP indicators.
- Perform any other relevant tasks as assigned.
Job Requirements:
Education:
- Minimum Bachelor’s degree in education or relevant social sciences preferred.
- Proficient in using MS office computer applications.
Work Experience:
- Minimum Two (2) years of relevant work experience in Monitoring & Evaluation
Demonstrated Skills and Competencies:
- Familiarity with the regional context;
- Previous experience working in USAID-funded programs preferred;
- Extensive experience of working in and supporting M&E systems including use of various tools & techniques and technologies/databases.
- Experience on data analysis by using MS. Excel, MS. Access and SPSS preferred.
- The ideal candidate should be a team player and quick learner.
- Good report writing skills
- S/he should possess strong coordination, communication and consultation skills.
Language Skills:
- Have good written communication skills and can communicate in both verbal and written Urdu/Sindhi and English language.
Physical Demands:
- While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.
- Willing to travel to far-flung areas as and when required.
