Job Title: Funds Manager

Reports to: Senior Finance & Operations Director

Job location: Islamabad with nationwide travel

Introduction to DAI –  Tabeer CDIP Programme:

Tabeer - Consolidating Democracy in Pakistan (CDIP) is a two and a half year, £22 million, programme funded by the UK Department for International Development (DFID) and Foreign & Commonwealth Office (FCO). The objective of Tabeer - CDIP is to support the consolidation of democratic practice in Pakistan, through strengthening the capacity of its political institutions to be more capable, accountable and responsive to the needs and aspirations of the Pakistani people.  Consolidating democracy through enhanced inclusion and legitimacy begins – and continues – beyond election day.

The programme will work closely with the Electoral Commission of Pakistan (ECP); the Parliament; Provincial Assemblies; political parties; and civil society. It will also focus particularly on enhancing the participation and empowerment of marginalised groups, including women, youth, persons with disabilities and minorities. Tabeer - CDIP will utilise its convening power to broker sustainable relationships that will bring together disparate groups in Pakistani society, and facilitate the building of consensus around the democratic process.

Scope of the Work:

The Funds Manager reporting to the Senior Finance & Operations Director contributes to assist in all matters as a resource during the funds/grants management process.

Duties and Responsibilities:

Under the supervision of Funds Manager perform following tasks.

  • Serve as primary point of contact of DAI to Sub Contractors/ Awardees on compliance and contractual matters.
  • Review complex cost proposals to ensure that the bid is compliant with the solicitation, company’s and Donor policies
  • Perform necessary due diligence to ensure cost/price reasonableness, Internal Control systems and compliance with applicable Donor regulations.
  • At project start-up draft and carry out a thorough review of the contract i.e. responsible for developing contracts and Reporting templates for use and explain terms and conditions to Sub Contractors/ Sub Awardees Project Delivery Teams (PDTs).
  • Negotiate terms of contracts, subcontracts and grants with Implementing Partners
  • Provide post award administration of subcontracts/ sub awards (grants) including, but not limited to modifications, realignments, and interpretation of terms and conditions
  • Analyse, interpreting and applying Local Government, and Donor policies and procedures in grants administration.
  • Assist the project teams on budget realignments/modifications to ensure compliance with existing terms and conditions, DAI policies, client’s cost principles.
  • Monitor implementation partners’ compliance with financial, grants management and reporting obligation along with facilitation of timely disbursements.
  • Perform an active role with cross departmental teams, participating in new initiatives and proposing innovative solutions to problems of medium complexity.
  • Ensure Closeout procedures are in line with DAI & Donors policy and draft contract close-out related documents.
  • Liaison with External auditors for facilitation of Sub Awardees audits and analysing any questioned cost.
  • Review and update Grants & Compliance Manual as and when needed.
  • Present monthly variance to all relevant stakeholders and provide monthly feedback of all Sub Contractors/ Sub awardees on Financial Management & Compliance aspects.
  • Undertake and schedule spot check and expenditure verification visits to Sub contractors/ Sub Awardees as and when required.
  • Any other task assigned by the supervisor.

Qualification and Skills required:

  • Qualification: MBA Finance, CA /ACCA / ACMA (Finalist) or equivalent
  • Experience minimum 7-10 years.
  • Skills (Interpersonal, communications, presentations etc.)
