TERMS OF REFERENCE
Background:
Strengthening Participatory Organization (SPO) is one of the largest right based civil society organizations in Pakistan. Other than special projects, SPO is already running its core program with outreach in 77 districts across the Pakistan.
In the collaboration with UNICEF, SPO is implementing a project with title “Resilient, Informed and safer Schools and Communities Project". The project is implemented in the 4 districts of Sindh including Mirpurkhas, Umerkot, Tando Allahyar and Sanghar. SPO would target total out reach of 47 primary and secondary schools including students, parents, surrounding communities, school staff, education department officials, DDMA/ PDMA and other stakeholders.
Project Outcomes:
Outcome 1: Improved sector policies, plans, coordination and communication for education and its role in disaster risk resilience.
Outcome 2: Increased capacity of institutional stakeholders for improved school safety, preparedness and resilience.
Outcome 3: Increased capacity of children, parents, teachers and community members to prevent, reduce and cope with disasters caused by natural hazards and manmade disasters
Purpose of consultancy:
- Taking professional pictures and videos of the defined project activities
- Promoting school safety concept in wide range
- Promoting DRR practices
- Communicating with donners, communities and other relevant stakeholders.
Documentary Specification
- The documentary should be in qualitative
- The documentary should be 10 minutes and covering all activities or objectives o the project
- The documentary should be in Sindhi with the subject titles of English
- The documentary should include some interviews of Government officials, Students, head teachers, students, SDMC members and community representatives as well.
Specific activities / tasks/deliverables

- district and inter district Quiz competition
- community members and students trained through community based on DRR practices, emergency preparedness

Performance indicators:
Consultant’s performance will be evaluated against timeliness, responsibility, initiative, innovation, communication, and quality of the products delivered. You are expected to conduct all your business affairs in a manner consistent with the highest standards of integrity and to avoid any conflict of interest.
Unsatisfactory performance:
In case of unsatisfactory performance the contract will be terminated by notification letter sent 5 days prior to the termination date. In the meantime, SPO will initiate another selection in order to identify appropriate candidate.
Supervision arrangements:
The consultant will work under the direct supervision of SPO Project Managers, who will complete the evaluation report concerning the consultants work.
Total number of days:
The assignment has required 30 days of consultant in different months and, the consultant has to complete the assignment till October 2018.

Fee for consultancy:
SPO will cover the fees (as per table above) which also include the video recording stuff and capturing pictures, Meanwhile consultant can be accompanied with the project staff to reach at the field and capture the event . The SPO will be paying in 3 trenches, the 1st trench will be released after the document signed, 2nd will be released in the month of August and 3rd will be released in the subject to compilation and provision of the qualitative documentary.
