USAID/Pakistan awarded Louis Berger Group (LBG) with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (including 35% women) will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

The Monitoring and Evaluation Specialist will be required to provide the necessary technical and administrative support in the Monitoring and Evaluation Unit. Responsibilities will include liaison with project components to ensure all project monitoring and reporting requirements are met. The position reports to Monitoring and Evaluation Manager/Team Lead.

Tasks and deliverables:

  1. Facilitating the development, adoption, maintenance, and use of information management systems that support program planning, monitoring, evaluation, and reporting.
  2. Assisting with data collection, database management, and production of project monitoring reports.
  3. Providing support to ensure the development and consistency of tools, sampling frameworks and methodologies used as well as timelines, reliability and accuracy of any monitoring and evaluation reports.
  4. Coordinating external program M&E activities, including special field assessments.
  5. Maintaining a reporting system to track the progress of assessments and evaluations, including actions emanating from them.
  6. Organizing and maintaining an accurate filing system for project monitoring and evaluation documentation. Filing will be kept up to date, accurate and easily retrievable.
  7. Consolidating quantitative and qualitative project performance management and impact data.
  8. Contributing to drafting of progress reports, maintenance of organized records of past activities, tracking of performance systems, and collection of periodic reporting documents.
  9. Facilitating periodic review meetings to coordinate inputs to project monitoring, evaluation, and reporting. Such meetings may include program components staff and personnel of implementing partners.
  10. Other responsibilities as required by the Monitoring and Evaluation Unit.

Qualifications:

  • Fluency in written and spoken English.
  • At least 3 years of work experience in M&E exercises or duties.
  • Bachelor’s degree in a development-relevant field or research.
  • Excellent MS Office (Excel, Word, Power Point) skills.
  • Ability to create and maintain databases.
  • Excellent skills in use of statistical software i.e. SPSS or STATA.
  • Strong communication and interpersonal skills.
  • Excellent time management skills, interpersonal skills, and computer skills.
  • Experience in data collection, analysis, and reporting.
  • Good research, analytical, organizational and record-keeping skills.
  • Ability to use the Internet.
  • Problem-solving skills.
