1. Scope of Work Summary:
The scope of this consultancy is to assist PEEP and Olive Foundation in developing a comprehensive feasibility document for analysis of Olive plantation in Potohar region of Punjab.
2. Background:
Punjab Enabling Environment Project (PEEP) is a five-year project financed by USAID and implemented by Chemonics International. Goal of the project is to improve the enabling environment for the agriculture sector in Punjab to promote private sector led growth, especially focusing on the horticulture, livestock and dairy sub-sectors. The project is working to build a strong business enabling and policy environment to help boost private sector investment in the three subsectors. The project efforts are contributing towards USAID’s development objective of Increased Incomes and Employment in target sectors.
Govt. of Punjab (GoPb) has launched a 5 years project (2015-20) to help develop Potohar region of Punjab into an Olive Valley, targeting 15,100 acres for olive cultivation. PEEP is supporting GoPb in this initiative through facilitating meetings and agenda of Olive Development Group (ODG), capacity development of the sector players and provision of matching grants for investment mobilization.
PEEP is supporting Olive Foundation for its capacity development through a grant. PEEP support aims to help Olive Foundation increase its member-base, enhance service delivery to its member base and consequently enhance private sector role in Olive sector development.
3. Objective and Purpose of the Consultancy:
PEEP intends to engage services of a short-term consultant to assist in conducting techno-commercial feasibility study on Commercial Scale Olive Plantation in Potohar Region”. The consultant will carry out necessary research, consultation and analysis to submit a study report for this assignment.
Feasibility for Olive Plantation in Potohar Region of Punjab:
a) PEEP will assist feasibility analysis for olive plantation in Potohar region of Punjab.
b) The comprehensive document will guide new farmers / investors both technically and financially in planning, planting and managing Olive farms. The document will also guide the existing farmers in farm management to produce best quality fruits and increase their yields.
c) The results of the feasibility analysis should provide the basis for the development of a formal business plan.
4. Objective and Purpose of the Consultancy:
PEEP intends to acquire the services of a short-term consultant; the scope of this consultancy is to help in development of “feasibility analysis for Olive plantation in Potohar region of Punjab.
5. Principal Duties & Responsibilities:
I. Have a meeting with COP of PEEP, BEE specialist of PEEP and key Olive Development Group members at start of the consultancy, to understand the objectives, scope and deliverable of the assignment and to chalk out the work plan and the timeline of the assignment.
II. Conduct background reading to understand need, context, rationale and direction for devising a comprehensive document for feasibility for Olive farms development; after having incorporated the inputs from various stakeholders
6. Specific Tasks of the Consultant:
Under the overall guidance of the Chief of Party PEEP, the consultant will accomplish the following, using his / her education and experience, knowledge and additional understanding gleaned from available resources on Olive Research Centers:
- Conduct a background reading of documents relevant to Olive Sector in Punjab/Pakistan.
- Consult technical team of PEEP, members of ODG including Secretary Agriculture, Government of Punjab and private sector to understand the sector vision and aspirations regarding olive sector development;
- Submit a comprehensive feasibility document.
7. Deliverables:
The following are the key deliverables of this consultancy:
- A brief work plan/inception report with 05 days of the commencement of the consultancy.
- Final report will additionally include but not limited to the following:
Sector Overview
Size, growth rate, and outlook; demand and supply factors and trends (seasonality and cyclic trends, supply and demand profile for the entire year, with supply-demand patterns and analysis of implications of the price fluctuations throughout the year.
Market Environment
Olive target market in Punjab Pakistan and its projected need(s). How big is the opportunity in terms of demand? Business to business market and business to consumer markets and its dynamics.
Competition
Direct and indirect competition pertaining to various regional olive markets, barriers to entry, market share of competitors, production/supply from other production bases of Pakistan (Baluchistan, KPK), Competition
Business Model
Comprehensive description of business model elaborating on how revenue will be generated (It should support the financial projections).
Marketing and Sales Strategy
Marketing and sales strategy, pricing strategy with justification, expected gross profit margins, marketing budget.
Operating requirements
How and from where enterprise will source, physical premises requirements, owned or lease, renovations, equipment etc. with cost.
Management and Personnel
List of proposed staff with responsibilities, experience, skills, cost. What is needed now, after the first year, and long term?
Regulations/Environmental Issues
Government regulations and plan for compliance. Environmental factors: Waste disposal plan, Environmental issues if any, and their mitigation along with cost.
Critical Risk Factors
All risks along with mitigation for each risk. Various methods can be used (SWOT analysis, Michael Porter’s Five Forces, PEST Analysis etc.)
- 8. Consultant’s Qualifications
- Advanced university degree in a related field, preferably in economics, business, public policy, or development studies.
- At least 05 years of professional experience as a consultant for conducting feasibility studies, developing business plans and strategy documents.
- Good understanding of agriculture / horticulture sector of Pakistan and of other countries.
- Strong analytical and writing skills, and experience of presenting complex technical information in a comprehensible way for non-specialist readers.
- Good communication skills and fluency in English and Urdu.
- Willingness to travel in Punjab if needed.
9. Duty Station:
The duty station for this consultancy is Lahore, but travelling to other cities of Punjab particularly the Potohar regions may be required.
10. Reporting:
The consultant will report to BEE Specialist and USAID-PEEP COP/his designee and all the deliverables will be approved by COP PEEP or his designee.
11. Duration of the Assignment:
This assignment is planned to take place in July/August 2018, for a total of 22 days LOE.
The consultant will work for 40 hours (5 days) a week, in line with the working schedule, chalked out by PEEP nominee. The PEEP COP or his nominee will sign the time sheet of the consultant.
