Background and Objectives:

USAID/Pakistan recently awarded Louis Berger Group (LBG) with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (including 35% women) will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

We are required civil engineer for short term consultancy services for the project. The consultant will directly report to the Chief of Party (COP) and provide support to the project ensuring that all community development schemes/CPIs are properly aligned with USG regulations and Louis Berger policies and procedures:

Tasks and deliverables:

An individual Consultant is expected to perform several tasks, but not limited to, the following tasks;

  • Support, plan and chalk out a work program for implementation of community physical infrastructure (CPI) projects in the selected geographical area;
  • Provide technical backstopping i-e technical & financial viability of the schemes;
  • Ensure USAID environmental compliance to 22CFR 216;
  • Provide technical input in crafting the term of reference, BoQs, evaluation criteria of the identified schemes;
  • Review and vet the designs/ specifications, bill of quantity and estimates, review of technical and financial proposals, also provide technical advice in financial and technical evaluation;
  • Analyze and prepare environmental regulation and other related documents aiming to ensure USAID’s compliance;
  • Support to PYWD program in implementation of CPI schemes under the PYWD/USAID guidelines;
  • Conduct on site visits for quality review of the schemes;
  • Liaise with community engagement team at field level during implementation of the scheme;
  • Respond the technical queries of USAID / auditors over the environment and other related documents;
  • Prepare schemes completion/periodic reports;
  • Carry out any other duties assigned by COP.
  • Recommend measures to address the issues identified during field visit;
  • Review reports and invoices;

      Qualifications

  • The Consultants should hold a DAE/ bachelor degree in civil engineering from a recognized institute/university with training in USAID environmental compliance would an advantage.
  • He / She should have 5 years of relevant experience particularly in the area of design and supervision of infrastructure projects.
  • Experience with USAID funded programs will be considered as an advantage to the applicant. 
  • Experience related to monitoring of projects, design / estimation, data management, etc. related to community-based projects would be preferred.
  • He / She must possess strong analytical, communication and report writing skills
  • Strong understanding of design, and implementation of donor-funded regulations, particularly on USAID environmental regulations.
  • Fluency in English language.
  • Knowledge of local laws and rules is preferred.
  • Must be Pakistani National and able to live and travel throughout in targeted districts of Pakistan.
