Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) activity in Pakistan is a USAID funded activity implemented by CNFA with the goal of supporting the development of Pakistan’s commercial agriculture, particularly through improving the ability of Pakistan’s agriculture and livestock sectors to meet both international and domestic demand and requirements in targeted product lines in citrus, mango, high value/off season vegetables and livestock. AMD envisions transforming the four targeted product lines into efficient, private sector-led value chains that deliver competitive products to domestic and export markets. AMD’s targeted interventions such as training, matching grants, and technical assistance will leverage private sector investment and encourage innovation. Together, these interventions will upgrade and streamline supply chains, optimize profit margins, increase in horticulture produce export, enhancing participation of women entrepreneurs, and ultimately make Pakistani mango, citrus, meat and HV/OSV production and marketing more profitable and competitive.

Position Duties and Responsibilities:

The HV/OSV Value Chain Manager will assist in improving the overall performance and inclusiveness of high-value off-season vegetables activities implemented by the AMD project. The Manager will have a strong background in agricultural production, agribusiness development, processing and packing and cold chain development, along with capacity building of value chain stakeholders relevant to Pakistan and its potential trade partners.

Specific duties include:

  • Responsible for planning, implementing, monitoring and coordinating the implementation of the HV/OSV activities per the approved work plan and meeting timelines for implementation with consistent follow up;
  • Designing and supervision of trainings and support activities and preparation of effective training material for capacity building according to the needs of the beneficiaries;
  • Set quantitative result targets that reflect adequate economic returns (i.e. income and employment) to project stakeholder investment;
  • Regularly collect and report disaggregated data related to the sector for documenting the outputs/outcomes/impact of the program intervention;
  • Maintain relationships with the private and public sector stakeholders necessary for successfully realizing objectives;
  • Provide support and assistance to International and National STTAs contracted by the AMD project;
  • Identify, establish and maintain relevant linkages at all levels of the value chain;
  • Collaborate in the information gathering requirements as indicated by the M&E Department;
  • Any other duties assigned by the Chief of Party, Chief Technical Advisor or the Horticulture VC Manager.

Supervision/Reporting:

The HV/OSV Value Chain Manager is supervised by, and reports to, the Senior Horticulture VC Specialist.

Working Conditions / Special Considerations:

The employee is expected to comply with the terms and conditions as noted in the letter of agreement with CNFA.

This assignment is based in Pakistan. Lahore will be the primary duty post, but the employee may spend approximately 30% of his time in other Project Provinces within Pakistan.

Qualifications:

  • Pakistani national
  • 5-7 years of regional experience in agribusiness related activities, trade, value chain competitiveness, agricultural development, marketing and creating market linkages;
  • A minimum of a Master’s degree in a relevant discipline or a Bachelor’s degree in a relevant field with an additional 5 years of experience in relevant areas;
  • Experience in cold chain development
  • Demonstrated knowledge in cold chain development;
  • Demonstrated knowledge of the latest developments in advancing good/best practices in the vegetable value chain (i.e., USAID’s value chain and facilitation approach) that reaches women, youth, the poor and very poor;
  • Demonstrated success in implementing agro-related programs aimed at increasing the competitiveness and inclusiveness of value chains;
  • Proficient in Microsoft Word, Excel and PowerPoint;
  • Working knowledge of USAID policies, rules and regulations preferred;
  • Previous project work experience in Pakistan;
  • Fluent in English, both written and oral. Fluency in regional languages preferred.
