Job Title: Communications Manager

Introduction to DAI – CDIP Programme:

Consolidating Democracy in Pakistan (CDIP) is a two and a half year, £22 million, programme funded by the UK Department for International Development (DFID) and Foreign & Commonwealth Office (FCO). The objective of CDIP is to support the consolidation of democratic practice in Pakistan, through strengthening the capacity of its political institutions to be more capable, accountable and responsive to the needs and aspirations of the Pakistani people.  Consolidating democracy through enhanced inclusion and legitimacy begins – and continues – beyond election day.

The programme will work closely with the Electoral Commission of Pakistan (ECP); the Parliament; Provincial Assemblies; political parties; and civil society. It will also focus particularly on enhancing the participation and empowerment of marginalised groups, including women, youth, persons with disabilities and minorities. CDIP will utilise its convening power to broker sustainable relationships that will bring together disparate groups in Pakistani society, and facilitate the building of consensus around the democratic process.

Scope of the Work:

The Communications Manager holds overall responsibility for developing and managing Tabeer communications, both internally and externally. 

Duties and Responsibilities:

Specific duties and responsibilities include but are not limited to the following:

Technical

  • Implementing Tabeer’s communications strategy, ensuring effective delivery across diverse audiences and stakeholders, in line with guidance from funders;
  • Developing programme style guide and templates;
  • Working closely with output teams to design advocacy/ media campaigns and advise on suitable dissemination tools/interventions to reach diverse audiences;
  • Working closely and coordinating with implementing partners and CDIP’s funders;
  • Cultivating and managing relationships with the media, including journalists, TV reporters, anchors and media influencers;
  • Managing all forms of outreach and communications;
  • Creating and disseminating communications products in line with the programme Communications Strategy and guidance from CDIP’s funders;
  • Planning and executing communications for events/meetings;
  • Providing capacity building of partners in stakeholders on communications if required;
  • Monitoring media coverage of the programme;
  • Monitoring effectiveness and reach of programme messages and activities;
  • Contributing to programme reporting on communications and outreach matters;
  • Ensuring consistency in communication across implementing partners, all materials and events.

Administrative:

  • With substantial support from the Operations and Finance Team, follow project management practices that are in compliance with DAI and DFID contractual rules and regulations.

Personnel:

  • Supervise, manage, lead and oversee long-term and short-term technical assistance relating to communications
  • Provide leadership to motivate the communications team to deliver a successful programme
  • Ensure quality of the programme delivery through mentoring the communications team and providing feedback on their performance as well as areas for improvement.

Qualification and Skills:

  • A degree in a related field (communications, journalism, knowledge management etc.) or relevant experience;
  • At least 8-10 years of relevant professional experience;
  • Experience in knowledge management and evidence-based dissemination;
  • Experience in effectively using different communications media including social media;
  • Experience in engaging with different stakeholders and audiences;
  • Experience with developing communications materials for different target groups;
  • Extensive experience in writing storylines/articles and in editing reports;
  • Ability to deliver high quality products under pressure;
  • Experience in working on donor funded projects is an asset;
  • Good team working skills;
  • Fluency in written and spoken Urdu and English;
  • Applicant must submit three work samples demonstrating their experience and skills (written pieces, online or video content, social media campaigns, fact sheets and infographics, etc.).
  • Exceptional communication and creative writing skills;
