Short Term - International Transport Specialist -BEE

Chemonics International is implementing Pakistan Small and Medium Enterprise Activity (SMEA), which is a 5-year, $35 million project that is aimed at improvement of financial and operating performance of small and medium enterprises (SMEs) in Pakistan in selected high-performing industrial, manufacturing and services sectors.
Chemonics International seeks short term International Transport Specialist-BEE, to assist the Government of Sindh in prioritizing its transport and logistics planning initiatives in order to better serve the physical, material and non-material movement of SMEs and to ensure a conducive environment for their economic activity.

Responsibilities:

The consultant will be responsible for following tasks:

• To conduct a review of the prevalent transport and logistics system and plans for the city of Karachi.
• Work closely with the Transport Department, Government of Sindh, and hold meetings with key public and private sector stakeholders to understand and identify key issues, challenges and opportunities in this context.
• Review the transport and logistics plans, transport infrastructure development framework, the adequacy of these frameworks in the regulatory and institutional context and propose prioritization for implementation.
• Review all on-going and pipeline projects and determine their adequacy in light of the policy, regulatory and institutional arrangements.
• Identify the institutional, economic, social and environmental directions missing in these plans/projects/and infrastructure development frameworks.
• Assess the capacity limitations of each concerned Department to implement these plans.
• On the basis of above, develop a strategy paper to prioritize Government’s plans specifically in light of the economic needs of SMEs and suggest the institutional and regulatory measures needed for the roll out of the proposed strategy.

Specific Tasks of the Consultant:

The Consultant will have the following detailed specific tasks:

A. Status of Current Transport & Logistics System:

(i) Consultant will collect readily available current data from previous studies and reports, including passenger and freight demand, road and rail network status, transport terminal suitability/ adequacy of main railway stations, airport and ports.
(ii) During the data collection process consultant will meet with key Government officials to understand their perception of current status, view of on-going projects and likely framework to implement future projects.

B. Review of On-going Transport & Logistics Infrastructure Projects:

(i) There are number of transport infrastructure projects at various stages of completion in Karachi. The status of implementation varies form under-construction to completed detail-design and completed feasibility study. The consultant will have to conduct a review of the status of these projects, the current state and its likely impact on the overall transport system of Karachi.

(ii) The consultant will meet the concerned Department(s) associated with the projects to understand its likely completion period and any issues related thereof.

C. Future Plans and Projects:

(i) During the meetings with the Government officials of transport sector (e.g. Transport Department etc.) consultant will collect recently conducted transport study reports and ascertain the understanding of each department regarding the utility of each study.

(ii) Consultant will review the proposed transport and logistics plans and transport infrastructure development framework, the adequacy of the framework for the horizon year and proposed phasing/ priorities of implementation considered in the studies.

(iii) Consultant will also take account of capacity of each concerned department to implement the proposed plans/ project(s).

Duration of the Assignment:

The consulting services would be required for a period of around 15 working days. The consultant may be based in Lahore or elsewhere but is required to meet with the Project team based in Lahore and visit Karachi for 8-10days to understand current system, meet with various Departments/ agencies related to Transport projects and compile his draft report.

Qualification:

• The Consultant must have the following qualifications:
• Minimum Bachelor’s degree, and/or Master’s degree preferable in Economics/ Public Policy/ Urban Planning. Minimum of 10 years of relevant professional experience. International assignments in similar geographic areas is necessary. Broad-based work experience recognized as an expert in transportation system assessment and implementation field is required:
• Minimum General Experience of 10 years
• Minimum Specific Experience of 10 years
• Regional/Country Experience relevant to assignment is essential.
