SCOPE OF WORK/TERMS OF REFERENCE

The USAID funded Pakistan Regional Economic Integration Activity (PREIA) is a five year (September 1, 2015 – August 31, 2020), USD 14.4 Million project that aims to further the development of Pakistan’s trade sector. PREIA’s focus on trade promotion and facilitation includes collaboration with the public and private sector stakeholders in Pakistan to improve trade and transit competitiveness that result in increased trade and transit volumes.

This recruitment will occur under PREIA’s cross-cutting objective of encouraging gender participation in trade and will be implemented under the Women Leadership in Trade Policy (WLTP). The overarching purpose of the program is to improve gender equity in Pakistan’s trade policy by increasing awareness across the public and private sector, especially women, on trade policy and advocacy.

PREIA is seeking the services of a Policy Specialist to carry out training on policy development. The detailed Scope of Work and description of the services to be performed by the selected candidate are below:

1. PROGRAM DESCRIPTION

The USAID-funded PREIA aims to improve women participation in the trade and mainstream gender in the trade policy dialogue through the Women Leadership in Trade Policy (WLTP) program. Studies have shown that the redistributive effect of trade policies on women can be both positive and negative, which necessitates the inclusion of the gender perspective in the design and implementation of trade policies. Mainstreaming gender in the trade policy implies an impact assessment of trade policies and trade liberalization on men and women, and how the trade policy can be formulated with a gender lens.

2. OVERVIEW

The training will equip WLTP participants with the knowledge on how policies are drafted, tools to draft and review policies, how to apply a social/gender lens to policies and what are the pathways from policy to implementation. The training will also utilize case studies/practical exercises to develop the skills of the participants on policy formulation.

3. PERIOD OF PERFORMANCE

The scope of the work defined would be executed within July/August 2018, constituting 10 days of effort.

4. PURPOSE

DAI seeks the services of an expert in the area of policy design, analysis and/or development, with expertise and experience on trade, economic and gender.

5. GEOGRAPHIC AREA

The selected individual will work in consultation with the local PREIA team in Islamabad.

6. Scope of Work

DAI seeks to hire an individual to support PREIA’s efforts to:

Develop a training module on policy design and development, especially in context of trade and gender, in Pakistan

Deliver a One-day training across three cities in Pakistan to participants from private sector, academia, public sector and civil society

7. OUTPUT AND DEIVERABLES

  1. Training Module/ Presentation/ Handouts
  2. Conduct training in three cities
  3. Share an assessment report of the training

The material will be provided for comment and review by PREIA staff in advance of travel. Refinements will be made before departure. Including trainer notes/handbook

8. Base of Operations

Islamabad/Lahore/Karachi, Pakistan

9. Reporting

The consultant would be reporting to the Chief of Party, PREIA, and will work in close collaboration with the PPC & HICD Advisor.

10. REQUIRED QUALIFICATIONS AND EXPERIENCE

Minimum of 5 years’ relevant prior experience of policy analysis/ development and design in Pakistan

Proven experience of developing teaching manuals / training modules for private/public stakeholders

Firm understanding of Pakistan’s economic and trade policy environment with specific focus on gender and women economic empowerment

Extensive understanding of gender related trade policy and development issues

Experience in undertaking similar work at national level
