Introduction :

An international non-profit organization seeks applications for the position of Deputy Chief of Party (DCOP) for technical and administrative support and expertise for its agriculture project in Pakistan.

 Job Description:

  • The Deputy Chief of Party supports Chief of Party (COP) in designing and implementation of the program at all levels. The individual holding this position shall support the project work plan execution.
  • Develop and implement the strategic direction, work plan, and resource (technical assistance, training, commodity, and other) allocations necessary for the timely and successful completion of Project work plan tasks.
  • Ensure that the scheduling, budgeting, technical, and documentary attributes of program actions and related data are fully up to date.
  • Ensure that all scopes of work and other project documentation are compliant with Donor & Project policies, consistent with achieving the overall program goals and objectives.
  • Serve as a member of any ad hoc panel or committee established by the Chief of Party to select candidates for employment, and awardees of subcontracts and grants.
  • Maintain productive relationships with program counterparts and beneficiaries, other Project components and subcontractors, the Pakistani private sector, and the Government of Pakistan while achieving the overall component goals and objectives.
  • Ensure that all necessary routine and ad hoc reporting on program activities provides a timely, high quality, and accurate reflection of the program’s progress toward its goals and objectives.
  • Responsible for strategy development and implementation of various value chain initiatives; that include productivity, marketing, business development, microfinance,  workforce development, formation of sector stakeholder groups, matching grants and policy reforms.
  • Supervise the technical work of all local and international consultants and sub-contractors.
  • Coordinate with Grant Manager and ensure grant program follows procedures defined in Grants Manual.
  • Responsible to design, develop and implementation of different trainings and workshops for the capacity building of human resources.
  • Conduct all business in a manner that respects local culture and maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest.

Relevant Experience:

  • Master Degree in Agriculture, Business Development/ Economics or relevant is required from an accredited university.
  • At least 15 years of relevant successful experience in various aspects of analyzing, planning, and executing the enhancement of the competitiveness of one or more sectors preferably in agriculture sector for US-funded projects.
  • Practical experience in managing technical, non-program staff in ensuring quality and timely deliverables are produced while adhering to requisite policies, procedures, rules and regulations for international development funded projects.
  • Extensive experience in value chain analysis and strategy development and implementation of various value chain initiatives.
  • Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint).
  • Excellent interpersonal skills for respectfully, professionally and effectively engaging colleagues, the donor/USAID, partners, grantees, counterparts, stakeholders, beneficiaries, vendors, among others, as and when necessary.
  • Fluency in spoken and written English is required. Willing to travel to all project areas/sites.
