Project Description:

Deloitte Yousuf Adil, Chartered Accountants (Deloitte Pakistan) is contractor for USAID on Sindh Capacity Development Project (SCDP), a USAID three-year project that will support the sustainability of the Sindh Basic Education Program (SBEP). This will be done by ensuring stronger governance and improved public accountability in the education sector through systems building and institutional strengthening of Program Management and Implementation Unit (PMIU) and the School Education Department (SED) of the Government of Sindh.

SCDP aims to:

  • Improve efficiency and effectiveness of the Program Management and Implementation Unit (PMIU) to manage and implement SBEP in an effective and transparent manner;
  • Strengthen the effectiveness and impact of SBEP through the implementation of the monitoring and evaluation (M&E) plan and further disseminate knowledge to guide the education sector’s M&E programs and practices in Sindh;
  • Facilitate the systematic generation of knowledge on education challenges and innovative interventions and strategies to inform decision-makers for the improvement of education policies and programs in general and SBEP in particular;
  • Strengthen capacities, systems and policies of the School Education Department (SED) to improve the education services in conjunction with the education reforms in Sindh

Position Description and Role:

SCDP is charged with assistance and capacity building services to the PPP Node at the Education & Literacy Department, Govt. of Sindh. Under Component 4.a, SCDP will strengthen the GoS’ capacity to promote, develop, and implement PPP projects in Sindh by supporting the development of systems and policies to strengthen PPP Node as required by the GoS.

In this regard, a Project Associate for Public-Private Partnerships will extend his/her full support to strengthen and institutionalize PPP node at SED (Sindh Education Department), with focus on arranging trainings for new staff, developing management information systems for PPP projects, documentation and consolidation of best-practices, and setting up for SED-based systems of PPP implementation for education projects. The Program Associate-PPP will provide technical input to Advisor PPP and the key leadership of the PPP Node; she/he will be guided by both Advisor PPP and TL Education, Planning and Reforms for the assignments mentioned below, and assist in achieving the overall objectives for the PPP Node as and when required. Hence, the incumbent of the position of Project Associate for PPP will inter alia, comprehensively:

  • Arrange trainings of PPP Node staff and other staff in affiliated departments in all aspects of PPP framework and projects, including providing resource to trainers, informing content of training, arranging logistics, etc.;
  • Extend support in the development of a management information systems (MIS) for PPPs projects in education to be setup and operationalized in SED. Test-run and improve such systems for greater and efficient measurability, and accountability, as a customized design for various PPP projects;
  • Extend support in recording and disseminating best practices and challenges in PPPs in education, and develop systems for inculcating best practices in existing and new projects. Undertake analysis of successes and failures of all aspects of PPP processes and develop case studies on PPPs in education;
  • Draft documentation and develop of material with regards to technical sessions, meetings, research, operational manuals, etc., in relation to education projects at SED affiliated departments;
  • Support in providing technical assistance and comprehensive capacity building support to PPP Node in different aspects of the institutionalization, promotion, development and implementation of PPP projects and systems, framework and policy;
  • Contribute, as per need, in drafting Summaries relating PPP Node, for the Chief Minister - and/or development of PC-1s as needed for further regularization and strengthening of the PPP Node within SED; 
  • Assist in expediting and step by step operationalization of the PPP Node, in line with CM summary as and when approved;
  • Assist in undertaking the above, through a ‘learning-by-doing’ approach through involving the respective government officials in the actual PPP transactions and play an instrumental role in this regard.
  • Support PPP node in the above and extend full support in other assignments as and when required;
  • Assist PPP Node on a mapping study on PPP initiatives across the education sector in Sindh, Pakistan, and the region, with systematic MIS, indicators, and targets
  • Assist PPP Node to conduct workshop/review sessions with relevant stakeholders on proposed MIS framework, liaise with affiliated directorates for possibilities of integration with existing information systems, and facilitate IT firm to incorporate indicators in the education specific MIS.
  • Monitor pilot of MIS and migration of existing data to MIS, and recommend improvements for effective data utilization and analysis.
  • Assist PPP Node to conduct feedback and review session with relevant stakeholders and incorporate changes/improvements in MIS

Qualifications:

  • Minimum three years of proven experience in policy and/or implementation of development projects preferably in Education
  • Minimum one year of experience of working for public private partnerships in Pakistan
  • Bachelor’s Degree in public policy, social sciences, education, administration or other area relevant area
  • Sound knowledge of PPP laws and public policies of Pakistan preferably Sindh
  • Strong skills in research, report writing, data managements and synthesis, and use of MS Office applications
  • Strong communication skills, both interpersonal and written. Good presentation skills
  • Strong English writing and speaking skills. Professional level Urdu preferred.
