Summary: Capacity building of School Management Committees (SMCs) of CMP targeted school

These Terms of Reference are meant to engage short term consultant for development of training modules and training of CMP field staff as explained below. The consultant will be responsible for development of training modules in Sindhi, Urdu and English language  which will covers to strengthen the role of SMCs in community and social mobilization for education,  school improvement planning and decision making, strategies for increase in enrolment specially in girls enrolment, retention and drop out of students, basic concept of monitoring by SMCs and awareness and basic concepts of DRR and Watson at school level and training of CMP field staff on above mentioned training modules.

Scope of Work:

Through this assignment, CMP requires a short term consultant for designing and development of training modules for school management committees (members of executive committee), conduct training of trainers (TOT) for field staff  for trickle down the training to members  of executive committee of School Management Committees (SMCs).

The specific objectives of the intended scope of work are as follows:

Objectives of assignment

The STTAs are expected to:

  • Design and develop user friendly training modules for low literate persons on strengthen the role of SMCs in community and social mobilization for education, school improvement planning and decision making, strategies for increase in enrolment specially in girls enrolment, retention and drop out of students, basic concepts of monitoring, DRR and Watson awareness at school level for SMCs as per their TORs and CMP program requirements in Sindhi, Urdu and English.
  • Conduct training of trainers (TOT) for field staff of community mobilization program on developed modules.
  • Produce a quality training report of TOT  workshop

The following is intended as a guide to be used by the consultant

Scope of work

Proposed activities 

Design and develop user friendly training modules  for School Management Committees  as per their TORs and CMP program requirements  in Sindhi, Urdu and English

-          Need assessment of SMCs

-          Design training module in Sindhi, Urdu and English

-          Contents of training module should include: role of SMCs in community and social mobilization for education, school improvement planning and decision making, strategies for increase in enrolment specially in girls enrolment, retention and drop out of students, basic concept of monitoring by SMCs and awareness and basic concepts of DRR and Watson and develop key messages at school level

-          Design pre & post assessment of training for SMCs

-          Share 1st draft of training modules for feedback

-          Approval of training modules from CMP team

Design & conduct three days training of trainers (TOT) for field based staff of Sindh Community Mobilization project in field.

 

-          Design thematic  training contents with day agenda

-          Material development for TOT

-          Finalize dates for TOT

-          Conduct  training of trainers (TOT) in field

Produce a quality  report of all training workshops of SMCs

-          Develop training report format

-          Develop training evaluation and feedback form

-          Produce  training report of  workshops


Deliverables

-          Design and develop  user friendly training modules in Sindhi, Urdu and English and share final original copies

-          Design pre & post training assessment for SMCs

-          Conduct three days training of trainers (TOT)  Workshop/s for 35 – 40 (CMP field staff) in the field

-          Design training evaluation and feedback form

-          Write a quality report of TOT       

Duration of assignment

The duration of this assignment will be 50 working days starting from May 2018 – July 2018.

Duty Station

The selected consultant for this assignment will work with CMP team in Karachi and other stakeholders for meeting in Karachi and may travel to Sukkur for TOT and visit CMP targeted sample schools in towns of Karachi for need assessment of SMCs.

Required Qualifications, experience and core competencies 

-          An individual with minimum of 5 - 10 years’ work experience in capacity building and education projects.

-          University degree in social Sciences or in  education related  field

-          Experience in working with public sector projects and worked in similar type of  projects

-          Experience in working with School Management committees or conducted trainings for SMCs

-          Good understanding of educational system of Pakistan and specially Sindh Province

-          Ability to design training modules and trainings in local context

-          Having  multidimensional diverse experience in related field

-          Good facilitation, presentation, communication and report writing skills

-          Minimum of 5 - 10 years’ work experienced in conducting trainings in capacity building and community and social mobilization
