Overview
The HR Manager will provide oversight for human resources activities throughout the entire project and provide general guidance for hiring and staff management in all three offices. The position will report to the Senior Operations Manager in Islamabad.
Scope of Work
- Manage the project’s human resources department in accordance with the organisations and donor policies and local labor law.
- Ensure that all project personnel, whether expatriate or local, including Long Term Technical Assistance, Short Term Technical Assistance, and any other project management and support personnel, are hired and fielded in accordance with policies and procedures, and local labor law.
- Oversee recruitment, negotiations, hiring, evaluation and termination of employees/consultants in consultation with the COP and senior management
- Responsible in the process of candidate selection and writing salary justification for new hires and Coordinating with HO on regular basis regarding recruitment approvals, transfers, resignations, leave encashment, etc
- Oversee the department responsible for recruitment, negotiations, hiring, evaluation and termination of employees/consultants in consultation with the COP and senior management staff.
- Leading the grievance procedure, issuance of show cause notices, termination letters, vetting of all the letters in relation to local labor laws
- Leading the process of Performance Management Plans and providing training & orientation to all staff on Performance Management Plans, and also responsible for completing reviews of Performance Management Plans of Human Resource Officer in Islamabad.
- Responsible to plan orientation/induction for new hires. Provide current employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits
- Oversee the process of staff Health insurance claims and maintenance of their records, regular interaction with the insurance company on status of pending claims and new hires additions
- Management of the staff Leave Record in coordination with HR Officer in Islamabad.
- Managing and coordinating the monthly process of timesheets of the all three offices, making sure that all the staff are paid accurately according to the working hours.
- Ensure that HR files are maintained with all necessary documentation.
- Other duties as assigned by the supervisor.
Qualifications
- Minimum Bachelor’s Degree in HR. Master’s Degree will be preferred.
- 9 years of experience in human resources management or a related role is required.
- Relevant experience working on donor funded project in a related role highly preferred.
- Demonstrated understanding of local labor law.
- Strong computer skills (MS Office suite) required.
- Excellent written and verbal communication skills required.
- English language fluency required.
