I. Position Title. Environmental Specialist (Based in Lahore)

II. Project Objective. USAID’s Punjab Enabling Environment Project is a five-year project, aimed to improve the business environment in livestock, dairy and horticulture sectors of Punjab by supporting policy and regulatory reforms, mobilizing private sector investments, and developing institutional capacity of the relevant public and private sector organizations, and by providing technical assistance and matching grants to the private sector to spur new investment and increase employment in the target sectors in Punjab.

III. Position Classification. Long-Term Local Professional Staff.

IV. Ultimate Authority and Chain of Command.  Ultimate day to day field supervision and authority for all Project personnel and all aspects of Project activities rests with the Chief of Party or his/her designee, and in the Chemonics home office, with the Project management unit (PMU) Director.  The individual holding this position shall take no managerial or technical direction from any individual who is not formally employed in the chain of command between the individual and the Chief of Party, the Chief of Party’s designee, or the PMU Director.

V. Reporting Responsibilities. For all routine responsibilities and duties, either directly or indirectly related to this position description, the individual holding this position shall report directly to, and be supervised by, the Grants Manager or his/her designee.

VI. Position Objective, Generally Applicable Functions, and Specific Tasks.

A. Position Objective. Support the position’s supervisor and fellow project colleagues in the successful implementation of all aspects of the project’s work plan and achievement of the project objective. With this employment, the project will have the expertise in the field to support the implementation of the project activities ensuring compliance with 22 CFR 216 requirements, the IEE recommendations, and Pakistani environmental laws and regulations. The employee will follow USAID guidelines on Environmental Compliance. Specialist will work with the USAID PEEP’s technical team to complete all required environmental screening for each planned project activity, and will ensure that all projects meet the USAID environmental regulation and standards during the life of the projects. The Environmental Compliance Specialist will assure that environmental mitigation and monitoring plans are prepared and implemented for all project activities and will conduct field verification activities to the sites where the USAID PEEP project is implemented.

B. Generally Applicable Functions. As directed by the supervisor for this position, or by the Chief of Party or the Chief of Party‘s designee, the individual holding this position shall perform the following general functions:

  • Perform tasks necessary to ensure successful implementation of the project’s work plan and components thereof;
  • Ensure weekly updates of relevant portions of the project’s work plan and components thereof;
  • Ensure timely, high quality completion of all relevant reporting requirements;
  • Ensure that day-to-day personal behavior and performance are fully compliant with the project’s policy manual;
  • Exercise professional interpersonal skills to effectively work with all project staff, clients, counterparts;
  • Ensure close collaboration and teamwork with all project offices and components;
  • Conduct all business in a manner that respects local culture;
  • Maintain high ethical standards at all times, avoiding any actual or perceived conflicts of interest;
  • Abide by all local laws, USAID regulations, and US Embassy/USAID project directives; and
  • Perform any and all other tasks as may be assigned in a manner that contributes to achievement of the project’s work plan and objectives.

C. Specific Tasks.

As directed by the Chief of Party or his/her designee, the Environmental Specialist will be responsible to ensure that all projects activities meet the USAID environmental regulation and standards and support the implementation of project APM (Activity Monitoring Plan). The position entails a thorough knowledge of the 22 CFR 216 requirements, the environmental procedures outlined in ADS 204 and other relevant documents as well as the Pakistani environmental laws and regulations. Specific responsibilities of this position include:

As directed by the supervisor for this position, or by the Chief of Party or his/her designee, the individual holding this position shall oversee, support the performance of, and perform when necessary the following specific tasks:

  • Assess the projects sites in preparation for the development of Environmental Documentation Forms
  • Visit site activities to collect information required for the preparation of Environmental Mitigation Management Plans or other specialized environmental documents
  • Prepare Environmental Documentation Forms for all new activities during the pre-award phase
  • Provide training to the project staff in environmental compliance and procedures
  • Provide training material for implementers on environmental best practices and procedures
  • Ensure that required environmental compliance documentation is prepared for all relevant project activities in the pre-award and post-award phase.
  • Support the development of mitigation strategies for activities that are already underway
  • Prepare environmental reports as instructed by the supervisor or respond to requests for information
  • Travel extensively to all project locations to perform the duties described above.
  • Perform other tasks assigned by COP or designee.

VII. Policy and Procedures.  With respect to all policies and procedures related to this position, written guidance in the form of the Project’s Field Personnel and Operations Policy Manual will be issued and updated from time to time that will clarify, modify, and/or establish Project policies and procedures that govern either directly or indirectly the duties and responsibilities of this position.  It is incumbent upon all Project employees to stay apprised of all policies and procedures in the Project’s Field Personnel and Operations Policy Manual, as updated. In addition, should at any time the individual holding this position shall be unclear as to the meaning of any policy and/or procedure presented in these files, or any verbal instructions given by the employee’s supervisor, the employee has the right to request written clarification from the Chief of Party or his/her designee.  By signing below, the individual holding this position confirms that the individual has read and understands the Project’s Field Personnel and Operations Policy Manual, as updated.

VIII. Qualifications and Educational Requirements.  The individual holding this position shall possess the following:

A. General Qualifications/Skills

  • The ability to establish and retain effective working relationships with other staff members and to communicate clearly and effectively, both orally and in writing.
  • Strong attention to detail, work prioritization, and organizational skills
  • Knowledge of computerized accounting and auditing record keeping systems.
  • The ability to gather, analyze and evaluate facts and to prepare and present concise oral and written reports.
  • The ability to maintain current knowledge of developments related to business matters of interest to internal audit, particularly legislation changes and developments as they affect Organization, and new auditing techniques and practices.

B. Specific Qualifications

  • At least three years of experience working in the environmental review and compliance field; 
  • Knowledge of and experience working with USAID’s Environmental Procedures;

C. Educational Requirements

  • Master’s degree in a related field;
