Purpose of Position

Palladium seeks a Technical Advisor for an anticipated family planning programme in Pakistan. The programme will work with private and public sectors to meet the unmet need for Family Planning (FP) in Pakistan. The key focus components of the programme are strengthening the FP service delivery through public sector and Behaviour Change Communications (BCC).

The public sector strengthening interventions will aim to improve the client-centered FP counseling and widening the range of available methods at the health facility level. At the community level, the programme will engage with the community-based workers, whose counseling skills will be improved based on the evidence of what messages work best for various categories of potential clients. The range of services offered by these community-based health workers and midwives will be expanded to include emergency contraceptives provision, first dose of injectable contraception and provision of implants and IUDs.

The BCC component will target many of the barriers to using modern contraceptives and will comprise multi-channel, multi-message, tailored behavior change strategies.

Role and Responsibilities

The Technical Advisor will provide overall technical leadership and strategic direction to the public sector service delivery component, ensuring the alignment of the supply and demand side interventions and working closely with the broader programme and technical teams.  

S/he will be responsible for managing the technical team and providing guidance to the service delivery partners. Key responsibilities include:

  • Provide high level technical expertise and leadership in implementation of innovative service delivery models for the facility and community-based providers to improve access to FP services
  • Ensures the technical integration of the programme –including demand and supply side components – and the convergence of relevant interventions to ensure synergy and to maximize value for money.
    • Serving as the main point of contact with local partners on designing and delivering service delivery-related activities.
    • Provide high level technical expertise and leadership in the design and implementation of the capacity building and supportive supervision framework on quality of care.
    • Oversee the design and implementation of needs assessments, capacity development plan, follow-up and supportive supervision, including developing supportive supervision guidelines
    • Identify clinical training needs and assist in the design and implementation of measures to address those needs.
    • Oversee the development of training curricula and quality improvement systems
    • Engage regional and district stakeholders to confirm clinical performance standards in alignment with national health service delivery standards and QI processes, assess existing gaps in meeting those standards, and develop a plan of action to achieve the desired health outcomes
    • Provides direct technical inputs to the programme as required and plays a key role in the development of programmatic functions, e.g. development of work plans and budgets.
    • Ensures appropriate technical consultation with counterparts internally and other stakeholders throughout the project, in liaison with the Technical Advisory Committee.
    • Provide support and guidance to ensure objectives are met and deliverables are submitted to a high-quality standard and disseminated to relevant team members and partners.
    • Contribute to the programme monitoring, review and evaluation activities and operations research analysis, providing support to the M&E team.

Position Requirements

  • At least 10 years of experience in leading large-scale FP programmes as a specialist or team lead working with public sector, preferably in Pakistan or the region.
  • Advanced medical degree (MBBS or nursing) or Masters in public health
  • In-depth understanding of and technical expertise in the following areas:
    • Health systems in Pakistan
    • Public health, especially family planning and BCC
    • Strengthening service delivery
    • Quality of care standards and assessments, and
    • Capacity building
  • Proven experience of developing evidence-based interventions and capacity strengthening initiatives for family planning.
  • Ability to liaise effectively with a range of stakeholders, including project partners, donors, private sector, NGOs, and government departments and ability to present complex information to a wide range of audiences from clients to community members
  • Must be skilled in writing to report project progress for donor and government counterpart audiences.
  • Excellent written and spoken English is a must, local languages are an advantage.
