JOB TITLE  Sr. Coordinator- Partners Organisation Capacity Development

ROLE PURPOSE:

The Partners Organisation CapacityDevelopment Coordinator will support Save the Children programs to increase and strengthen their engagement with various partners (primarily national NGO partners). Key responsibilities include identifying suitable partners, assessing their organizational capacity and needs, creating capacity building plans and supporting their implementation.

SCOPE OF ROLE:

Reports to: Sr. ProgramManager CP/CRG

Dimensions: Save the Children works in 2 provinces of Pakistan with a current staff complement of approximately 150 staff and current expenditure of over $4 million

KEY AREAS OF ACCOUNTABILITY:

Partnership Development

  • Lead development and implementation of the Save the Children Partnership Strategy, informed by Global Partnership Framework and the Pakistan context.
  • Lead the Country Office (CO) in developing systematic approaches to selecting partners, and in identifying and pursuing strategic partnerships.
  • Conduct and support partnership assessment for identifying potential partner as requested by programs or partners.
  • Carry out mapping, short listing and assessments of potential partner organizations.
  • Support in awards process including partners vetting and Due Diligence; ensure data is recorded in award/grants management system.

Support to Partnership Management

  • Support Program Team in developing systems and policies that are supportive of the Partnership Strategy, and ensure periodic review and updating of policies once they are in place.
  • Ensure effective and collaborative partnership assessments and vetting on a routine basis so that the organisation is not exposed to undue risk.
  • Review partnership management practices; identify and follow up on actions to improve management practices.
  • Help ensure partners’ involvement in strategic planning, program design and proposal/concept paper development.
  • Support Awards Team in conducting grant opening and closing meetings as well as regular budget reviews with partners;
  • Support joint evaluations and ensure that lessons learned are being documented to maximize the impact of SC and partners’ projects and contribute to future program strategy and direction.

Partners Organizational Capacity Building:

  • Identify capacity building needs at pre-award stage, and develop / implement capacity building plans for partners.
  • Design tools and create systems to effectively monitor progress made against partner capacity building plans and to partners in their organizational development.

  • Coordinate across teams to carry out partner organizational capacity assessments. Analyse assessments to identify specific capacity building and organizational development needs, and provide training and targeted capacity strengthening supportincluding support functions (Finance, procurement, HR, Administration etc).
  • Responsible for regular monitoring of partners Financial, HR/Admin & Procurement and other policies implementation and guiding for sustainability.
  • Support partners in conducting internal / external evaluations and audit.
  • Facilitate annual partner feedback survey on their partnership with Save the Children and work with relevant departments to address feedback.
  • Coordinate with external agencies working with the same partners, ensuring a partner centred approach and minimizing risk of duplicating capacity strengthening efforts.
  • Coordinate key processes and actions between and among partners and Save the Children staff; staff needs assessment and training in coordination with HR.
  • Establish and orient staff and partners on principles of partnership and partnership management; facilitate on-boarding of new partners; build capacity of SC staff to effectively work with partners.

Collaboration with other departments:

  • Help establish, nurture and maintain strong partnership relations with the national government, civil society, private sectors, media and academic institutions.
  • As needed, represent Save the Children in external discussions on partnership strengthening in Pakistan, sharing our approaches and learning from others.
  • Liaise with other civil society networks on issues related to civil society strengthening and partnership.
  • Engage in global and regional discussions on Save the Children’s approaches to partnership, contributing learning and leveraging best practices from other contexts.
  • Work effectively with the support function to ensure that sub-granting mechanisms are in-line with the Partnership Policy.
  • Work collaboratively with program and MEAL team to design tools and create systems to effectively monitor progress made against partner capacity building plans.

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree/ equivalent in social sciences or relevant discipline with a minimum of 4-5years’ experience in dealing/working with partners.
  • Experience in dealing with external organisations.
  • Experience in strengthening partner organisations program / support functions.
  • Excellent communication skills; written and oral; able to write a high quality press release
  • Capable of taking initiatives and ability to work with minimal supervision and according to demanding timeframes
  • Commitment to work with and for children; ability to work effectively with young children and proactively involve children in media and communications initiatives i.e. children’s press conferences
  • Proactive, persuasive, and ability to work under stress 
  • Good understanding of development issues
  • A high level of creative ability including competence in creative computer applications designing etc.
  • Proficient in Ms Excel , MS Word, MS PowerPoint, Outlook, creative applications
  • Willingness to travel extensively
