Project Description

The Khyber Pakhtunkhwa Governance (KPG) Project aims to strengthen the ability of local state institutions to deliver essential services in Khyber Pakhtunkhwa Province through responsive activities that reinforce stability, promote democratic advances, strengthen the ability of the provincial governments to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment. The goal of KPG is to support the Khyber Pakhtunkhwa government and civil society organizations to implement the provincial governance reform agenda in an effort to improve local government effectiveness and to provide public services to Khyber Pakhtunkhwa citizens.

Overview

Under the direct supervision of the M&E Director, the M&E Specialist will be responsible for all monitoring and evaluation activities in support of the goal and objectives, while ensuring correlation of activities with intermediate results and indicators, of the Khyber Pakhtunkhwa Governance Project.

Scope of Work

  • Contribute to the development of concept note and grant proposal processes by providing M&E inputs focused on the project and at the grant/activity level.
  • Develop activity specific M&E Plan for the grants in line with the project Log Frame Approach (LFA) and in consultation with the program team accordingly.
  • Populate Performance Indicator Reference Sheets (PIRS) as required.
  • Assist the M&E Director in the revision of AMEP/PIRS on an ongoing basis as required.
  • Coordinate with grantees and USAID third party monitoring staff as well as other external evaluation teams as and when needed.
  • Assist in data collection and reporting of project activities against project indicators from the field.
  • Assist in collecting and compiling data and information for contribution to KPG’s monthly, quarterly and annual reports and work plans, etc. as and when required.
  • Undertake regular site visits to ensure M&E Plan indicators and targets are addressed and captured in a timely and accurate manner and reported per protocols.
  • Provide feedback to partners and program team on projects’ performance based on monitoring data findings.
  • Ensure that implementation of field activities adheres to KPG’s M&E Plan as developed for the grant activity.
  • Capture best practices and lessons learned from the field and present to program colleagues and the senior management for course corrective measures as and when necessary.
  • Support the M&E Director in designing of M&E tools and reporting templates.
  • Support M&E Director and colleagues in designing and implementation of longitudinal studies (baseline, midline and end line surveys, etc.).
  • Participate in quarterly meetings with USAID and MSI colleagues as and when required.
  • Perform any other tasks as assigned by the M&E Director.

Qualifications:

  • University degree in social or management sciences.
  • Minimum of 5 years of experience in monitoring and reporting of small grants.
  • Familiar with demand (civil society sector) and supply (public sector) side programming preferable.
  • Working knowledge of USAID M&E systems is highly preferred.
  • Relevant experience working on donor-funded projects, especially USAID, in a similar role and capacity within KPK Province highly preferred.
  • Strong computer skills (MS Office suite).
  • Excellent written and verbal communication skills.
  • Proficiency in Urdu and Pashtu, as well as English language required.
