Rationale and objectives
TABEER works closely with the Election Commission of Pakistan (ECP), national and provincial assemblies, political parties, media, and civil society organisations (CSOs). It pays particular attention to increasing the participation of women, young people, minorities, and people with disabilities in electoral and political processes.
Under Output 1 – Elections, TABEER is working with the ECP to enhance and institutionalize its stakeholder outreach through technical assistance in designing and implementing a communications strategy. This work will be complemented by and linked with supplementary communications activities including the design of an Urdu website.
The ECP website is currently entirely in English – it has a main page in Urdu but every click on it leads to the same English page. This is problematic since it severely limits public access to ECP information. TABEER will assist the ECP in developing an Urdu version of its website. This version may limit itself to the sections that are relevant to the common voting public only. It may also include additional sections and information for this audience. The website will be designed in an improved format and interface, and options for interactive features such as a voter registration portal will be explored. The Urdu web version will also be adapted as a smart phone app. This app may include election day guides and an interface linked to the ECP’s GIS mapping of polling stations and the 8300 voter verification system to enhance voter participation and turnout.
This assignment aims to achieve:
- Content generation and design of Urdu websites to manage and contribute to the development of the ECP Urdu website and app.
Scope of Work and Responsibilities
The consultant will work in coordination with a web design firm and will undertake the following tasks:
- Conduct mapping and gap analysis of the ECP English website
- Translate existing content of the ECP English website into Urdu
- Conceptualize innovative ways to make the ECP website more interactive and user-friendly; generate website content accordingly in coordination with TABEER team
- Develop terms of reference for a software house
- Identify, recruit and manage the software house to design the Urdu website
- Complete any other tasks required for successful launch of website and for internal reporting
Key Deliverables
The following deliverables will be expected from the STTA/consultant:
- Mapping and gap analysis of the ECP English website
- Translation of existing content of ECP English website into Urdu
- Recommendations for making the ECP Urdu website more interactive and user-friendly
- Development of ToRs for software house which will develop the website
- Recruitment of the software house and manage it to design the Urdu website
- Launch of ECP Urdu website
Consultant’s Profile
The consultant should have the following profile:
- Must hold a university degree
- Must have at least five years of relevant experience preferably in English-Urdu translation and web designing
