Project Background:
The Pakistan Agricultural Technology Transfer Activity (PATTA) funded through the United States Agency for International Development (USAID) has been working since April 2017 to increase smallholder farmers’ access to markets, alongside their overall development impact and cost-effectiveness. By building on CNFA’s 10-year history of successful implementation in Pakistan, PATTA is galvanizing ongoing private-sector investment to commercialize the types of agricultural technologies that enable smallholders to increase their incomes, improve farm productivity, create jobs, and enhance economic growth and stability. These technologies include seeds, fertilizers, water pumps, improved plant and animal breeds, precision agriculture, and integrated soil fertility management, amongst others.
Objectives of the Technical Assistance:
The objective of the assignment is to assess the fodder production technologies (winter and summer fodder varieties), conservation technologies (bale, silage and hay) livestock nutritional products technologies (bypass protein, bypass fat and urea molasses blocks) and fodder field analysis technology (Near infra-Red spectrometry of fodder and concentrates) to determine training and technical assistance needs in view of appropriation and effectiveness for the farmers. The assessment should include gap identification and analysis at all levels including supply side of technology, demand side of technology and at farm level constrains and opportunity for technology awareness, and adoption.
Assignment Scope:
The Consultant tasks will include but not be limited to:
- Develop and implement an assessment of fodder production technologies (winter and summer fodder varieties), conservation technologies (bale silage and hay), livestock nutritional products technologies (bypass protein, bypass fat and urea molasses blocks) and fodder analysis technology ((Near infra-Red spectrometry of fodder and concentrates).
- Identify technology needs of farmers in field fodder crops production and conservation and fodder analysis.
- Assist PATTA team in identification of existing business service provider for training of all stakeholders of Fodder production and conservation technologies and livestock nutritional product technologies.
- Develop comprehensive assessment report with gaps and opportunities of fodder production, conservation technologies, nutritional products technologies, and fodder and concentrate analysis technology.
Deliverables:
The specific deliverables of Consultant are;
- Develop a detailed work plan/ assessment strategy for the assignment within 3 days of assignment commencement
- Provide 1-page bi-weekly update to the Director technical related to field activity for assessments.
- Assessment of these technologies for their appropriateness and effectiveness.
- Meeting minutes and Key informative interviews (stakeholders) during assessment.
- Identification of suppliers/manufacturer, demand side service providers, development projects working on technologies and farmer groups linked.
- Identification and analyses of public and private project working with networks of smallholder farmers for awareness and adoption of these technologies.
- Comprehensive report on assessment of fodder production, conservation and analysis technologies, nutritional product technologies with recommendations.
Qualifications:
- Master degree in animal nutrition
- Requisite prior experience of working at senior level consulting assignments with USAID funded projects with a focus on development of the Crop agribusiness and technology using an integrated supply chain approach;
- Prior experience of at least seven years in similar assignments is required.
- Prior experience in livestock nutritional technologies or experience of working in feed mill.
- Experience in designing and development of livestock interventions;
- Demonstrated ability to work in a team;
- Demonstrated interpersonal and communication skills; and
- Documented report writing skills in English;
- Oral fluency in English
