ROLE PURPOSE:
Around the world, Save the Children responds rapidly to humanitarian emergencies that endanger the survival and wellbeing of significant numbers of children. This is a fixed term position till December 2018 with possibility of extension. As a key member of Program Team, you will provide emergency preparedness and response support to country Office and field offices level.
The post-holder will be responsible for humanitarian work around emergency preparedness, response, capacity building and business development including cash transfer. The post holder may take on the role of response Team Leader/deputy TL in small or medium scale emergencies responsible for all aspects of the emergency response. You will have a passion for humanitarian work. There will be opportunities for further development within Save the Children.

SCOPE OF ROLE:
Reports to: Director Programs, Pakistan
Dimensions: Save the Children works in 2 provinces of Pakistan with a current staff complement of approximately 150 staff and current expenditure of over $4 million

KEY AREAS OF ACCOUNTABILITY:
Emergency Preparedness support:
- Provide support to country office, field offices and partners (remote and in-person) on emergency preparedness issues, including delivery of trainings and simulations (emergency preparedness / emergency response trainings)
- Lead on development of country humanitarian preparedness projects (e.g. contingency plans) with country office and other stakeholders where relevant
- Contribute to management of the emergency preparedness planning process for the country office, including facilitating preparation of country office emergency preparedness plans and Emergency Response Training
- Work in close coordination with HR to support the establishment, launching and maintaining the National Emergency Roster
- Make operational linkages between Save the Children (SC) emergency preparedness activities and Resilience/ DRR programs
- Maintain productive engagement and communication with the members’ emergency technical support persons for both preparedness and response
- Representation/networking when requested at external meetings and fundraising events
Emergency response support:
- Deploy to emergencies when necessary for both declared and non-declared emergencies
- Provide a desk-support and backstopping in large emergencies in order to coordinate support provision from country office
Business Development
- Generate ideas to maintain humanitarian preparedness and response capacities of the country office by developing concept notes and proposals.
- Mapping of donors and fund raising on “Humanitarian” to work in direct implementation and partnership mode
Capacity Building & Networking:
- Coach and mentor operational surge capacity staff and national level counterparts and link in to wider organisational talent development mechanisms.
- Develop, through on job-mentoring national humanitarian focal people to become lead/co-lead ERT facilitators
- Develop strong linkages with other actors ( public and private) working on emergency preparedness e.g. START Network in Pakistan
Information Management
- Lead on writing/reviewing and circulating quality/timeliness of internal emergency alerts
- Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning through producing analysis and trend mapping.
- While on deployment, pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
- Lead on monitoring external early warning information sources
- Give support to field offices and partners in writing and compilation of situation
- Develop new ways to organise, analyse and present disaster response information
- Track and analyse external/internal humanitarian resources for emerging trends and developments

QUALIFICATIONS AND EXPERIENCE
Essential
- Masters in social sciences
- Emergency management experience both programme development ( fundraising )and humanitarian field operations
- Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
- Experience of emergency preparedness and disaster risk reduction frameworks and approaches
- Project management skills
- Coaching, mentoring and proven training experience
- Computer literate and experienced in using MS office applications
- Strong team player with excellent communication skills
- Fluent in English with excellent writing skills.
- Commitment to Save the Children values
- Ability and willingness to change work practices and hours in the event of major emergencies
- Willingness to travel at short notice and for extended periods of time
- Willingness to build a professional career in Humanitarian sector, including operational backstopping responsibilities and deployment to emergencies.
- A qualification in disaster management or related area
Desirable:
- Strong knowledge of one or more Save the Children’s core emergency sectors (health, nutrition, food security and livelihoods, child protection, education, shelter, water/sanitation/hygiene)
- Knowledge of local language
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
