The purpose of the USAID | Global Health Supply Chain – Procurement and Supply Management Project (GHSC-PSM) is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world.  The Program aims to build a cadre of supply chain professionals in Pakistan at the federal and provincial levels, in order to improve the overall performance of the public health sector and create an environment, that flourishes growth for Supply chain professionals. During the first year, the program undertook several activities under the umbrella of Human Resource capacity building, including the evaluation of human resources in strategic provinces to articulate supply chain personnel needs at the provincial level while also expanding supply chain coursework options through increasing the number of supply chain classes offered at the university level. In this backdrop, the Program intends to continue providing technical assistance under this area in Year 2 of the project workplan and additionally conduct a ‘whole of market approach’ assignment under the supervision of the GHSC-PSM Workforce Development Specialist, Dr. Andrew Brown. 

Objective of the Consultancy

The objective of this consultancy is to provide support to increase supply chain courses and information for in-service and pre-service supply chain professionals, and to enhance their capacity and equip them with the knowledge on international standards of Supply Chain Management. Additionally, the individual will also support the international consultant to conduct an assessment on ‘whole of market approach’ encompassing Supply Chain Management beyond public health.  

Specific Tasks of the Consultant(s)

Under direct supervision and guidance of the Director - M&E and the GHSC-PSM’s workforce Development Specialist, in collaboration with relevant staff members, and other pertinent stakeholders, the Consultant will perform the following tasks: 

  • Work closely with relevant public-sector institutions, partners, NGOs, donors, and UN agencies in order to create a demand for the Supply Chain courses and adapt/develop and implement a diploma/degree course that can be offered to pre and in-service professionals.
  • Advocate with partners, NGOs, donors, and UN agencies to offer scholarships to students and in-service staff who are interested in the Supply Chain Management course.
  • Assist the International Consultant in developing linkages beyond public health for ‘whole of market approach’ towards building diverse capacity in Supply Chain Management.
  • Hold consultative meetings and advocate offering of Supply Chain major to students from management and business studies in general, specifically to diploma /degree course as major in Supply Chain for public health students.
  • Train faculty to teach students on Supply Chain curriculum and provide refreshers as and when needed.
  • Assist the International Consultant in setting up meetings and collaborations to enhance the capacity of Supply Chain professionals.

Job Specifications: 

Education: Advanced University degree in Public Health, Supply Chain Management, HR Management or related field.

Work experience: A minimum of 10 years of progressively responsible experience of medium to large sized public health projects, within preferably the public and private sectors; clarity of current HR structures and human management practices at various levels of provincial and district administrations, Human Resources, Supply Chain Management, Capacity Building or related field. 


  • Adaptation of diploma/ degree course to offer to in-service professionals;
  • Expansion of the newly established three-credit Supply Chain Management course now offered at the University of Health Sciences Lahore and Peshawar University into a diploma/degree course; and
  • Report documenting the methodology and results of whole of market activities undertaken under the supervision of Andrew Brown, Workforce Development Specialist

Period of Performance and LOE

The expected duration of the assignment is from January, 2018 till September 30, 2018, with a total LOE (Level of Effort) of 60 working days, amongst which 40 days will be utilized for the ‘whole of market approach’ assignment under the supervision of Andrew Brown GHSC-PSM Workforce Development Specialist.

Note: The consultant will initially be hired for 20 work days, for the first two deliverables. The 'whole of market approach' assignment will be awarded to the selected individual once an approval is received from the donor.
