The Fred Hollows Foundation (The Foundation) is seeking expressions of interest from individuals or consulting companies / firms interested in undertaking the work described in this term of reference. Over the past two decades, The Foundation has been successful in supporting the public sector in establishing and providing quality eye care services at the district level, in partnership with the government. However, there is no eye health plan present at provincial level. This is needed by the provincial health departments and also an international commitment. Therefore, The Foundation is planning to support provincial health departments to develop their eye health plan. This work is being started from Azad Jammu and Kashmir (AJK). To be able to make comprehensive eye health plan a comprehensive situation analysis is being initiated. The current terms of reference outline the requirements of a comprehensive situation analysis. This analysis will assist The Foundation to identify the gaps, opportunities and potential partnerships for the development of Eye Health Plan.
