Relevant Experience:

  • Minimum of 15 years of experience in managing complex funder portfolios in the development program implementation context.
  • Minimum 10 years’ experience engaging with government at provincial and national level. Strong preference given to candidates with experience working across complex partnerships of international NGOs and government agencies.
  • Excellent analytical skills and demonstrated track record of working with financial and sectoral data and analytical tools and models to conduct quantitative analyses and synthesize complex results into user-friendly written outputs for team or stand-along work.
  • Familiarity with statistical analysis and statistical analysis software, preferably STATA.
  • Superior client orientation, interpersonal and diplomatic skills, ability to support dialogue with high level government officials.
  • Track record of research and/or operational work on health system/public health issues. A record of peer reviewed publications is an advantage.
  • Demonstrated ability to lead and function within and across teams in operational and analytical work.

Job Description:

a)    Support the office in preparation and design of the resource generation and mobilization (RGM) strategy for the program;

b)    Lead resource generation and award administration throughout the duration of the project, including

               i.     identifying potential funders of the program,

              ii.     providing technical assistance ensuring compliance of proposals with donor rules and regulations,

              iii.    serving as the main point of contact for contractual discussions and negotiations (in the pre and post award phases),

             iv.     tracking grant progress and ensuring timely fulfillment of reporting and other requirements of funders

              v.     managing requests for revised budgets and plans etc.   

c)     Oversee knowledge management requirements for the complex awards portfolio of the program including contractual agreements, planning documents, budgets, financial records, progress and technical reports, etc.

d)    Support oversight of budgets and expenses that fall under GoP - including

  1. Preparing and maintain records of all financial transactions
  2. Developing control frameworks for the funded projects and ensuring compliance
  3. Developing quarterly financial/trends analysis for the Resource Mobilization Task Team (RMTT)

e)    Integrate data visualization into above-mentioned financial analysis to help increase visibility of trends;

f)     Keep track of any delayed execution of contracts, delayed or missing payments, contractual obligations of the program to service providers, resolution of financial discrepancies, and providing regular financial analysis to the Core Team.

g)    Maintain consistent, regular communication with the project office Coordinator and core management team around scope of work, timeline, deliverables, and special projects

h)    Submit monthly administrative reports to Head Office and technical reports to the Project office  Coordinator and core management team.

i)      To track and report on program resource mobilization while ensuring accurate and updated financial and implementation documentation.

j)      Support and ensure the technical multi-sectoral analytical and advisory services with emphasis on financing and service delivery;

k)     Collaborate with other sectors to support multi-sectoral approaches for improving health and nutrition outcomes, and strengthen country systems;

l)      Earn credibility with clients on the basis of intellectual care, a capacity to apply principles to specific challenges with tact, and willingness to learn and adapt in each context;
