Position Purpose:

The Human Resource Officer is responsible for providing support in the various human resource functions, which include Job analyses, recruitment and selection, training and development, performance management, compensation management, record keeping and employee counselling.

Job Description:

  • Provide support in the development and implementation of HR policies and procedures.
  • Initiate, and coordinate the recruitment and selection process as per the requirements of both core Office and regional/Project offices.
  • Assist in annual Job evaluation and Job description reviews.
  • Ensure that accurate job descriptions are in place.
  • Ensure effective performance management according to the HF Performance Management system.
  • Ensure facilitation and documentation of the performance Appraisal system.
  • Provide basic counselling to staff that have performance related obstacles.
  • Identify training and development needs of the staff.
  • Organize staff training sessions, workshops and activities.
  •    Identify and resolve HR related issues of the organization in an effective and efficient manner as and when required.
  • Provide support to Assistant Manager HR in development of procedures where necessary in view of the gaps in the existing policies of HF.
  • Guide all staff of HF on HR issues.
  • Provide support on disciplinary, grievance issues etc.
  • Ensure timely preparation of payroll.
  • Manage/coordinate activities related to staff contracts, benefits, training need assessments. Performance evaluation and handing/taking over procedures.
  • Ensure the maintenance of personal records of all employees.
  • Receives the approved invoices of suppliers/service providers, records them in the system, generates periodically, payment schedules of various invoices based on agreed credit terms and obtains approval from management to schedule payments.
  • Independantly implementation of HR policies and procedures at region Level.
  • Prepares monthly payroll of Region.
  • Independently manages /coordinate activities related to staff contracts, benefits, training need assessments. Performance evaluation and handing/taking over procedures.
  • Maintenance of personnel records of all employees.
  • Perform other duties as assigned by the supervisor. 

Relevant Experience and Education:

  • Master’s in HR/ Business Administration or related discipline from a recognized university and at least 03 years of professional experience.
