Mobile App Consultant

Position Summary:

The Consultant will be responsible for providing support on reviewing the mobile app design proposals submitted under the RFP “Empowerment of Kissan through Financial and Digital Inclusion”. In addition the consultant will provide support overlooking the app development process ensuring that the final deliverable is as per guidelines mentioned in the proposal. The consultant is expected to have a Level of effort of minimum 65 working days spread over till April 2018. The LOE may be extended subject to approval of Karandaaz Pakistan.

Key Duties and Responsibilities

• Provide advice and support to Agriculture Department's evaluation committee for the Apps provided in E-Credit scheme.

• Review proposal related to mobile applications' design, functionality, usability and human centric approach.

• Support Agriculture Department and the vender during the development phase of the mobile apps.

• Ensuring the mobile apps being developed are according to the guidelines mentioned in the proposal.

• Specification, UI  and Loop of information to be built for the applications

• Development progress monitoring of Apps and also for the new releases of those Applications

• Reporting Portal integration with vendor system for monitoring App performance and usability stats

• Admins portal development review and drafting of requirement specifications for Admin Portal for “Ask the Expert App”

• Review of “Calendar creation portal for crop calendar app”

• Monitoring of App testing resource

• Needs to set up quality standard to be followed by the vendor for the development of the CAPP software.

• Needs to review the code and monitor that the software is on an acceptable standard.  

Reporting

The consultant will be directly reporting to Innovation lead, DFS or his assigned designee on the following lines:

• Weekly check in call / progress email

• Assessment report having end state within 3 weeks of the assignment

• Stability testing framework for the Apps

• Quality of Final delivery of the integrated solution

Candidate Profile

Education and Experience

• Bachelor's Degree in Engineering, Computer Sciences, business administration or related fields required from a renowned national- HEC recognized- or international university. Master’s degree preferred.

• Minimum 3 years of experience in formal mobile app development is a must. Background with Telecom/ mobile financial services sector is preferred.

• Is able to demonstrate previously developed softwares for international markets.

• Relevant experience of designing and/or implementing mobile application with a focus on mobile agriculture (Preferably).

• Deep technical understanding for mobile applications, design, payment services, fraud and security, user identity and accounts.  

• Experience in managing complex technology projects and teams to on-time and on-budget delivery.  

• Is familiar with distributed systems and micro-service based implementation for large softwares.  

• Has developed/ or supervised one successful app over the app store which is running and has active users.

• Should have understanding of open source development and developer community, and be actively engaged with tech innovators in country.

• Understands the business benefits of the project and the linkage between the project/program goals and organizational strategy and drivers.

• Has domain knowledge of the agriculture sector.

• Excellent interpersonal skills with an ability to communicate large and complex ideas and recommendations to a diverse set of stakeholders including highly technical and non-technical audience.

• Excellent writing and presentation skills

• Ability to think out of the box and solve critical technology issues and communicate solution/ recommendations to a disparate group of stakeholders.

• Must be self-driven, highly organized and able to work and deliver in a diverse team and start-up environment
